Position Summary

The City of Tumwater is in search of an enthusiastic and skilled individual to join our Engineering and Construction Section as a Senior Utilities Engineer. This role demands a proactive and self-driven professional with strong management capabilities to oversee engineering projects from initial concept through to completion.

The Senior Utilities Engineer will report to the Engineering Services Manager and will be responsible for managing the development, funding, permitting, design, right-of-way acquisition, and construction of various City utility projects. These projects will primarily focus on water, storm, and sewer utilities, with occasional collaboration with other city departments. This position is integral to supporting the Water & Sustainability Department, which has several innovative projects planned for the future.

Key Responsibilities

The Engineering Division is tasked with designing and coordinating the construction of public works, parks, and infrastructure projects across the City. The essential functions of this role include, but are not limited to:
  1. Acting as project manager for assigned engineering projects, ensuring timely and efficient execution.
  2. Overseeing the design and preparation of plans, specifications, and estimates for utility and street construction projects.
  3. Managing design consultants and preparing consulting agreements.
  4. Coordinating contract estimates and maintaining final project records.
  5. Assisting in land acquisition for right-of-way and construction easements as needed.
  6. Ensuring compliance with local, state, and federal guidelines throughout project administration.
  7. Handling financial reporting and payment processes related to projects.

Qualifications

To be successful in this role, candidates should possess:
  1. A Bachelor of Science Degree in Civil Engineering, Architecture, or a closely related field.
  2. A minimum of five years of experience in engineering or architecture.

Preferred Qualifications

Possession of an Engineer-in-Training Certificate or Professional Engineer licensure is advantageous.

Working Conditions

This position requires regular attendance and may involve fieldwork in various weather conditions. The role may also necessitate mobility at work sites and occasional lifting of objects up to 20 lbs.
