Job Description Summary:

D&G is seeking a Senior Risk Analyst Lead to support the CISA National Risk Management Center (NRMC) Division. The selected candidate will conduct in-depth research and analysis on emerging threats and vulnerabilities affecting critical infrastructure, including cyberattacks, physical attacks, natural disasters, and climate change. They will develop, inform, and validate analytic products that aid decision-making, and/or drive critical infrastructure risk mitigation actions within the critical infrastructure security community

Roles & Responsibilities:

Lead and coordinate the activities of an analytical team focused on the identification, assessment, management and mitigation of critical risks to national infrastructure. Translate analytical products, assessments, field reports and other data into actionable products for stakeholder consumption. Identify infrastructure assets and systems that could be impacted by cyber and physical threats and hazards during an incident. Identify disruptions that could have national or regional impacts to infrastructure assets or systems and evaluate the impacts of disruptions Review and assess RFIs and other incident response products. Support the development of risk analysis models, tools, and methodologies. Collaborate with CISA, other components of the Federal Government, and external partners, to develop and implement risk management strategies. Generate infrastructure of concern (IOC) lists using comprehensive analysis and technical/subject matter expertise. Develop decision support products providing insight into potential impacts of disruptions and interventions that can mitigate those impacts. Develop and deliver briefing materials and presentations to stakeholders on the effectiveness of risk mitigation strategies.

Qualifications/Requirements:

Bachelors Degree 7-10 years of experience with full lifecycle risk management processes. 5-10 years of experience in the use of multiple disparate data sets and sources of information to develop defensible and repeatable risk analysis methodologies. 10 years of demonstrated experience acting as a senior analyst for an organization that developed high-visibility analytic materials. 3 years of experience in the national security, defense security, or homeland security analysis fields.

This role is restricted to U.S. person(s) (ie., U.S. citizens, permanent residents and other protected individuals under the immigration and Naturalization Act, 8 U.S.C. 1324b(a)(3))

Eligibility Requirements:

Current DHS suitability clearance, with the ability to gain/maintain Top Secret clearance.

Desired Skills:

Background in and understanding of intelligence community analytic techniques, products, and operational decision-making processes. Private sector risk analysis and mitigation experience. Experience reviewing, analyzing and reporting on products generated by NISAC, National Laboratories, FFRDCs, and other agencies. Experience supporting task forces or tiger teams to rapidly synthesize requirements, assemble technical teams, and developing and implementing plans of action. Experience performing risk analysis, including cyber and infrastructure analysis, and incident response. Experience supporting DHS Cyber and Infrastructure Security Agency (CISA) or comparable organization. Strong Communication Skills: Ability to articulate complex information clearly and concisely in both written and verbal formats. Analytical Thinking: Capability to assess and interpret data, policies, and regulations to inform decision-making and strategy. Attention to Detail: High level of accuracy and thoroughness in reviewing and editing documents. Interpersonal Skills: Ability to work collaboratively with various stakeholders, including senior executives and external partners. Problem-Solving Abilities: Aptitude for identifying issues, developing solutions, and implementing effective strategies. Time Management: Efficiently managing one's time to meet deadlines and handle urgent tasks. Adaptability: Flexibility to respond to changing priorities and demands in a fast-paced environment. Confidentiality: Maintaining discretion and protecting sensitive information. Technical Proficiency: Familiarity with relevant software and tools for document preparation, editing, and project management.
