Performs plan and specification review for construction, improvement, remodeling, alteration and repair plans for compliance with non-structural and/or structural codes, fire codes, ordinances and regulations; performs field inspection duties as required. ESSENTIAL FUNCTIONS Reviews and examines plans and specifications for residential, commercial, and industrial plans, specifications, and related documents. Confers with developers, engineers, architects, contractors, property owners and others to give information regarding codes, regulations, and procedures. Reviews calculations for completeness, code compliance and accuracy. Forwards plan packages to other departments and agencies for review; coordinates review with them and coordinates the plan checking process to ensure that all applicable standards have been met. Recommends necessary changes to obtain compliance with codes and requirements; conveys this information to the individual submitting the plans and suggests alternative ways to meet the code requirements. Advises building inspectors and others regarding pending issues. Provides services at a public counter to answer questions and approve plans. Maintains accurate records, logs and files of plans, plan review status and work performed. Monitors technical developments and legislation related to new materials and new methods of construction. Prepares reports, correspondence, and a variety of written materials. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team. Performs building and code compliance inspections in the field as required. Organizes own work, sets priorities, and meets critical deadlines; ensures that such deadlines are met by other staff. Demonstrates courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment. REQUIRED KNOWELDGE, SKILLS, AND QUALIFICATIONS

Engineering mathematics through trigonometry; codes and regulations related to the work. Techniques and methods for the examination of residential, commercial, industrial and public works plans. Computer applications related to assigned work. Standard office practices and procedures, including filing and the operation of standard office equipment. Record keeping principles and practices; correct business English, including spelling, grammar and punctuation. Techniques for dealing with the public, in person and over the telephone. Concepts and terminology of engineering. Uniform building codes and appropriate state statutes and local codes and ordinances. Techniques, materials and methods used in construction of various types. Techniques for dealing with the public, in person and over the telephone. Procedures for documenting inspections, correcting violations, and carrying through on court procedures as required. Applying basic engineering principles to the examination of a wide variety of plans. Interpreting, applying, and explaining applicable laws, codes, and regulations. Reading plans and analyzing for compliance with codes and regulations. Performing accurate engineering calculations. Performing detailed analysis and examination of the full range of residential, commercial, and industrial building and construction designs, specifications, and plans. Using tact, discretion, and prudence in dealing with those contacted in the course of the work. Preparing clear and concise reports, correspondence, and other written materials Using initiative and independent judgment within established procedural guidelines. Organizing own work, setting priorities, and meeting critical deadlines. Contributing effectively to the accomplishment of team or work unit goals, objectives, and activities. Establishing and maintaining effective working relationships with those contacted in the course of the work. Must have a Bachelor's degree in architecture, building technology, engineering, construction management, or field related to the work; AND two years of professional level experience as a plans examiner; OR an equivalent combination of education, training and experience as determined by Human Resources. Must have a valid driver's license and a current ICC Certification as a Building Inspector and Plans Examiner.
