Overview:

The OCR continues to build its capacity to respond to the increased focus on DEIA and EEO. Currently the larger bureaus have internal DEIA and EEO offices while the smaller bureaus do not have dedicated staff. Consequently, small bureaus do not have the internal subject matter expertise and OCR doesnt have the bandwidth to support each bureau substantively and independently. Large bureau EEO/DEIA staff need more hands-on support relating to barrier analysis initiatives such as listening sessions and without additional OCR support, they risk producing inadequate, uncoordinated, or erroneous workforce data.

Background:

The Office of Civil Rights (OCR) coordinates the enforcement of equal opportunity and accessibility for Commerce employees, job applicants, and users of programs and services operated or funded by the Department of Commerce (Department). Further, OCR has responsibility for ensuring Equal Employment Opportunity (EEO), including affirmative action, for employees and job applicants within the Department. This includes nondiscrimination in activities and projects supported by the Department, including Title VI, Title IX, nondiscrimination for individuals with disabilities and all other civil rights mandates. OCR develops policies and administers programs for implementing civil rights.

The Department recognizes that its leaders and workforce must embrace the tenets of Diversity, Equity, Inclusion and Accessibility (DEIA). Executive Order 14035 Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce, Executive Order 14020 on Establishment of the White House Gender Policy Council, and Executive Order 13985 Advancing Racial Equity and Support for Underserved Communities Through the Federal Government create an integrated focus on DEIA which enhances the diversity of the Departments workforce and broadens its outreach to underserved communities. The nation is becoming more and more diverse. Therefore, it is necessary to leverage the various talent pools of the nation's population to maximize productivity. The underutilization of the workforce results in missed opportunities for innovation and productivity. In addition, workplace discrimination leads to financial losses related to losing and replacing workers. Committing to DEIA principles will help correct these operational and economical inefficiencies.

The Department will better serve its workforce and customers if we reflect and leverage the nation's diversity. A diverse workforce with a diverse leadership will be more likely to understand the needs of a diverse customer base. Including a variety of viewpoints and experiences will result in better solutions that will meet the nations future needs.

The Office for Civil Rights (OCR) requests Administrative, EEO, and Training professional support to better serve its employees as the focus on DEIA increases and enhances the productivity and diversity of the Department. The staff associated with this contract will enhance efforts to diversify the Departments workforce, identify internal barriers to Equal Employment Opportunity, and support outreach to underserved communities and equity in service delivery.

Responsibilities:

SOP Development:

Create, revise, and document Standard Operating Procedures (SOPs) for various administrative processes.

Collaborate with relevant departments to gather input and feedback for SOP improvement.

Ensure SOPs adhere to best practices, compliance regulations, and organizational standards.

Record Keeping:

Maintain accurate records of all SOPs and related documentation.

Regularly update and archive obsolete SOPs.

Budget Monitoring and Control:

Track expenses and revenue against budget projections, identifying variances and taking corrective actions as necessary.

Record Keeping and Documentation:

Maintain accurate records of budget-related documents, receipts, and invoices.

Keep historical financial data for reference and auditing purposes.

Compliance:

Ensure that all administrative operations comply with budgetary guidelines, policies, and regulatory requirements.

Work with finance and compliance teams to address any discrepancies or issues.

Procurement Management:

Develop and implement procurement strategies to optimize costs and track obligations.

Track and manage the procurement process from request to delivery, ensuring timely and accurate execution.

Reporting and Analysis:

Prepare and present reports on procurement activities, costs, and performance metrics.

Analyze data to identify areas for process improvement and cost savings.

Administrative Support:

Provide comprehensive administrative support to various departments and teams.

Handle routine administrative tasks such as document management, filing, scheduling, and correspondence.

Assist in maintaining office supplies and inventory.

Qualifications:

Requires approximately 6 years of related administrative experience.

Education:

BS/BA degree in related field
