Classification Description Summary

Under supervision, performs a wide variety of specialized clerical, technical, and administrative duties in support of the Reno Municipal Court operations and services including in the areas of records management, data entry, sentence compliance, public service counter, and courtroom support.

Court Specialist I:

This is the entry level class in the Court Specialist series performing the more routine and less complex assignments while learning Court policies and procedures. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Court Specialist II level and exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. This classification is flexibly staffed with the Court Specialist II. Advancement to the "II" level is based on demonstrated proficiency in performing the assigned functions and is at the discretion of higher level supervisory or management staff.

Court Specialist II: This is the full journey level class within the Court Specialist series performing the full range of specialized clerical, technical, and administrative duties in support of Court operations. Employees at this level are distinguished from the Court Specialist I level by the performance of the full range of duties as assigned, working independently, applying well developed knowledge of Court operations, and exercising judgment and initiative. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, are fully aware of the operating procedures and policies of the work unit, and assist other Court Specialists in learning job tasks. Positions in this class series are flexibly staffed and are generally filled by advancement from the "I" level, or when filled from the outside require prior experience. Advancement to the "II" level is based on management judgment and/or certification or testing that validates the performance of the full range of job duties.

Essential Functions

REPRESENTATIVE DUTIES: The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

Record and log case identification data and receipt of documents on court records; make entries in case index; assemble documents in prescribed order for case records; file cards, documents, and records using chronological, alphabetical, or numerical filing system.

Staff the public service counter; provide assistance and answer inquiries; make and certify copies, assist the public in filling out various forms.

Perform technical court administrative work in the areas of traffic, citations, criminal complaints, misdemeanor citations, or accounting.

Review legal documents for completeness, adequacy, and accuracy; determine processing required and take necessary action in accordance with court rules or refer difficult matters to superiors; prepare case files; organize files and prepare case labels.

From a variety of source documents, operate a data entry terminal with direct computer access to generate and maintain such court records as arrest warrants, misdemeanor citations, and case dispositions and continuances.

Enter required information on permanent records by hand, typewriter, photocopy process, or computer; prepare appropriate indices for ready reference.

Make and certify copies of court records.

Record case dispositions and trial dates; calendar new court dates; distribute files to Judge.

Perform a variety of cashiering duties; receive and receipt money; post payments, bail, and bonds; count, verify, record, and prepare reports on daily cash receipts; post to computerized cash ledgers.

Maintain cash and bond accounts; balance accounts and prepare routine reports; take trial balances.

Prepare and transfer court records to archive storage.

Perform a variety of general clerical duties; process and distribute mail.

Provide back-up and support to other positions and functions in the Court.

Perform related duties as required.

When assigned to Sentence Compliance:

Assist case management activities for assigned defendants; supervise and monitor defendants to ensure compliance with court order(s), financial obligations, court dates, and other related program conditions; correspond with defendants by phone and mail to resolve issues; prepare reports for Marshals, Judges, and court compliance staff; request warrants on non-compliant defendants.

Assist with and coordinate placement and monitoring of defendants into substance abuse, mental health, domestic violence, and related treatment programs as ordered by the court.

Maintain records and files; prepare and maintain statistics on defendants.

Make referrals to IS when appropriate according to procedure. Minimum Qualifications

QUALIFICATIONS: The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties. Court Specialist I Knowledge of: Principles and methods of record keeping. Numerical, alphabetical, and subject matter filing systems. Basic mathematical principles. Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. English usage, spelling, grammar, and punctuation. Methods and techniques of dealing with the public. Cash handling procedures and record keeping methods. Ability to: Perform a wide variety of general clerical and office support duties in support to Municipal Court operations and services. Learn the functions, policies, and procedures of the Reno Municipal Court. Learn, understand, interpret, and apply general administrative and departmental policies and procedures. Learn, understand, interpret, and apply the pertinent codes, statutes, and regulations governing Municipal Court operations. Learn, interpret, and apply statues and instructions related to court proceedings. Learn the pertinent legal procedures and documents used in court cases. Learn the principles and procedures of court calendar preparation and maintenance. Learn legal terminology. Learn community resources, treatment and placement options. Compile, maintain, process, and prepare a variety of records and reports. Read, understand, and review documents for accuracy and relevant information. Deal tactfully and courteously with the public and legal representatives in providing information about Court functions and proceedings. Interact effectively with a variety of individuals under potentially hostile and stressful situations, including arrestees, inmates, law enforcement officers and agencies, and the general public. Work under steady pressure with frequent interruptions and a high degree of public contact by phone or in person. Exercise good judgment in maintaining critical and sensitive information, records, and reports. Use applicable office terminology, forms, documents, and procedures in the course of the work. Understand and follow oral and written instructions. Operate office equipment including computers and supporting word processing, spreadsheet, and database applications. Type and enter data accurately at a speed necessary for successful job performance. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work.
