Job Description

This position manages the technical services engineering team, which has responsibility to ensure reliable pipeline operations by providing technical troubleshooting of complex measurement, electrical, station automation and compression issues; analysis and recommendation of station automation, compression, electrical, and measurement equipment integration; budgeting and completing of operational capital projects; and provision of technical training to field personnel. This position also supports the implementation of TSA cyber security directive mitigation measures associated with operational technology field equipment and installation of system physical security improvements at TSA critical facilities.

Responsibilities

Manages and directs the technical services team to ensure the measurement, electrical, station automation, and compression engineering functions are handled by technical services personnel to solve daily complex operations problems. Provides technical support, troubleshooting and problem-solving assistance to operations. Monitors pipeline system facilities to ensure operational reliability of the pipeline.

Manages technical support of the O&M procedures reviews and provides technical support to special projects as requested.

Understands industry physical and cyber security concerns and mitigation measures and manages implementation of applicable mitigation measures on Kern River operational technology assets.

Manages the evaluation of engineering, procurement, and construction proposals and the award of contracts to successful contractors for engineering and operations projects (e.g., gas turbine exchanges, human machine interface). Manages large and complex capital and expense projects.

Performs administrative activities necessary for effective management of the department including hiring, performance management, team building, employee safety, pay administration, employee development and training, setting organization goals and providing status reports to management.

Develops and administers the technical services operations and maintenance and capital budgets to ensure compliance with policy and safe, efficient operations. Justifies decisions regarding the sourcing of materials and selection of contractors. Provides for accurate budget forecasting on a regular basis.

Oversees development and implementation of adequate test and inspection criteria and procedures to ensure that equipment and materials meet performance and quality guarantees of manufacturers and suppliers.

Provides technical and economic evaluation, performance testing, design and construction of new facilities, or upgrading existing facilities, and research new technology to ensure all systems integrate with existing company facilities.

Analyzes, reviews and approves plans or recommendations from the technical services department or other departments for acceptability and compliance with company standards.

Plans technical training based on Kern River employees' needs assessments and management directives then coordinates training activities with field districts and other departments. Determines appropriate technical training delivery method, assigns technical training responsibility and assures technical training takes place. Identifies and recruits internal subject matter experts and/or negotiates and contracts with vendors or other training resources.

Perform additional responsibilities as requested or assigned.

Qualifications

A bachelor's in engineering and an in-depth knowledge and understanding of the engineering principles related to design, procurement and execution of construction projects (typically includes knowledge of pipeline operations, compression, measurement, and cathodic protection facilities). A minimum of eight years of pipeline industry related experience in the engineering field, including three years of engineering project or operational leadership responsibilities. Excellent oral and written communication skills, including presentation skills.

Effective interpersonal skills and leadership abilities.

Working knowledge of accounting, financial and contract applications.

Availability as a resource for problem resolution on a 24-hour basis.

Effective analytical, problem-solving and decision-making skills.
