Job Description

Tyto Athene is searching for a Cost Accounting Manager to work on the Army Global Unified Network (AGUN) program. The Global Enterprise Network Modernization - OCONUS (GENM-O) is a critical mission provider responsible for keeping the Army connected through global network modernization projects. The Army Global Unified Network (AGUN) will unify the next generation of Army transport to comply with the Joint Regional Security Stack (JRSS) divestiture mandate. A phased systematic approach is required to provide individual sites with standardized, updated technology systems to ensure the Army's Information Technology (IT) infrastructure is equipped to provide soldiers with cutting-edge technology to ensure applications, data, and enterprise services are accessible, trusted, and interoperable across the globe.

Responsibilities:

  • Responsible for developing, monitoring and updating all cost standards for materials and labor for AGUN
  • Hiring and supervising all Financial Analyst staff for this Program
  • Works with Program Manager and Senior Project Manager to report all contractor and subcontractor labor hours required for services provided under AGUN for PdM GENM-O using the www.sam.gov website
  • Assists AGUN Portal Administrator in maintaining financial information and health by tracking the current and past cost data by CLIN and TDL on the AGUN Management Portal
  • Provides input to the MSR by tracking and reporting all current, accumulated and projected costs by CLIN for each TDL
  • Works with Program Manager and Business Manager to support the evolution of the PMP by assessing warranty costs associated with direct warranty costs vs potential repair costs, administration of the warranty, analyze cost of various levels of warranty support and potential cost avoidance by utilizing innovative methods for infrastructure support
  • Oversees the creation of detailed project cost estimate and cost management plan for each TDP submission or update
Qualifications:
  • Intensive and progressive experience in operational cost of large projects or programs
  • Experience with accounting systems and its associated internal control system, as well as compliance with the DoD Cost Accounting Standards (CAS)
  • Operational experience with Business Systems, Cost Accounting, Purchasing Systems, and any other systems as applicable to GSA/Government Programs
  • Managed Cost Accounting for Government Programs Earned Value Management System (EVMS) Reporting
  • Experience working with Purchasing, Supply Chain Management, Logistics and Warehousing teams to support a Global DOD Telecommunications Program
  • Ability to view financial information and track each effort's financial health, including current and past cost data at Government established level of granularity
  • Previous role in Program budgets, reporting and the development of new cost control policies
  • A combination of education and experience will be considered in lieu of a degree.Master's degree with five (5) + year of experience or a Bachelor's degree with ten (10) + years of experience or an Associate's degree or High school diploma with fourteen (14) + years of experience
