**The Opportunity**

As a Senior Talent Acquisition Partner, Proposal Recruitment, you are an integral member of the International Talent Acquisition Team. You will contribute to an efficient and inclusive recruitment process, including a focus on locally sourced personnel. You will advise, coordinate and lead recruitment components for assigned bids, including ensuring best practices are used while compliance and equity anchor the entire process. You will analyze solicitations and debriefs to allow for continual learning on recruitment. You will mentor other Talent Acquisition Partners as needed.

**Core Responsibilities**

+ Lead and/or contribute to recruitment and staffing components for competitive USG-funded proposals, including managing and being accountable for the entire recruitment process for assigned bids, both in capture and live bid phases.

+ Full lifecycle recruiting to include developing recruiting strategy, passively sourcing candidates, drafting scopes of work and advertisements, screening CVs, conducting interviews, reference checking, generating offer recommendations to include equity analysis, and negotiating compensation packages.

+ Routinely engage with proposal teams by setting expectations related to the Talent Acquisition process while ensuring accountability.

+ Employ a variety of standard and specialized sourcing techniques to identify a high-quality diverse candidate pool.

+ Consider and build processes to streamline and improve cost effective proposal recruitment services.

+ Process and System Improvement: Contribute to Abts Talent Acquisition overall strategy and initiative for building pipelines and securing top talent.

+ Networking and Outreach: Ensure representation and networking with all key external actors regarding new business development recruitment.

**What We Value**

+ Bachelors Degree + 12 years of relevant experience, or Masters Degree + 10 years of relevant experience. Additional experience may substitute for degrees.

+ Minimum 7 years of recruitment experience, including at least 5 years experience with USAID competitive bidding/proposal recruitment process is required.

+ Demonstrated expertise in USAID rules and regulations regarding recruitment and personnel processes.

+ Deep understanding of sourcing techniques and demonstrated experience sourcing for senior-level and key personnel positions.

+ Demonstrated experience managing recruitment for large proposals independently with limited oversight.

+ Demonstrated ability to work cross-culturally, with a strong preference for fluency in French, Spanish, Arabic, or Russian.

+ Ability to think strategically and to work in a fast-paced and extremely time-sensitive environment.

+ Excellent organizational and communication skills.

+ Ability and desire to network, both within and outside of Abt Global.

+ Aptitude for building successful relationships with candidates, colleagues and individuals involved in hiring process.

+ Authorization to work in the US without visa sponsorship.

+ Ability to travel internationally as needed.

This position offers an anticipated annual base salary range of approximately $105,000 to $135,000 and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
