**General Description**: The Homeless Veteran Program Manager serves as a vital team member of Veterans Mental Health Department (VMHD) responsible for participating in TVC’s Homeless Veteran Initiative. This includes working in collaboration with federal, state, and local partners to help veterans and their families experiencing homelessness or at risk of experiencing homelessness to access available resources. This includes integrating mental health needs, justice involvement, and other factors that influence risk of homelessness. **_To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance._**

**Essential Duties and Responsibilities**:

- Host in-person and web-based clinics and trainings aimed at helping veteran households experiencing or those at-risk of experiencing homelessness through education and facilitating access to available housing stability services across Texas.
- Perform outreach activities focused on helping the veteran households in accessing the following services to support housing stability:
a. Texas Rent Relief & other rental assistance programs;
b. Services offered via VHA Homeless Program Office;
c. United States Department of Housing and Urban Development Housing Counseling;
d. TVC Services (claims, employment, education, healthcare advocacy, etc.); and

e. Local homeless assistance services connected through
- i. TVC-Certified Military Veteran Peer Network;
- ii. Partners in Texas Veterans Network;
- iii. Grantees of TVC’s Funds for Veterans Assistance; and
- iv. Partners in Texas Homeless Network.
- In geographic service areas where Financial Assistance as defined by the United States Department of the Treasury are provided by other organizations funded by TDHCA, make referrals to and receive referrals from these organizations, as appropriate.
- Work hours other than 8-5 may be required at times for this position for work-related functions.
- Performs related work as assigned.

**Experience**:

- Two years of experience working with individuals experiencing homelessness and/or at risk of experiencing homelessness.

**Additional Requirements**:

- A valid Texas Driver’s License must be provided within 90 days of hire.

**Preferred Experience and Qualification**:

- Master’s Degree or higher in social work, counseling, psychology, or related field.
- Experience with helping homeless individuals to access housing and related services.
- Experience working with veterans, service members, and their families.
- Experience finding and collaborating with community organizations that provide housing and supportive services and resources to homeless individuals and/or those at risk of homelessness.
- Experience working with those experiencing mental health concerns.
- Experience working with state, local, and national government agencies.
- Experience working with forensic/justice-involved populations.

**Knowledge, Skills, and Abilities**:

- Knowledge of housing and supportive services at the federal, state, and local levels.
- Knowledge of mental health concerns and barriers to accessing housing and supportive resources.
- Skill in finding housing and supportive services that may be available to veteran households.
- Skill in generating and providing trainings on the needs and resources for homeless veterans and families.
- Ability to research, gather, assemble, and analyze data to devise strategies for improving housing and supportive services for veteran households.
- Ability to prepare reports.
- Ability to evaluate policies and procedures.
- Ability to provide guidance and technical assistance to others about issues related to homelessness among veteran households.
- Ability to communicate effectively, both verbally and in writing.
