**General Description**: This position serves as a member of the Texas Veterans Commission team responsible for assuring compliance of all grants awarded by the Commission. Provides expertise and guidance in fiscal compliance reviews, grant monitoring activities, and accounting-related functional duties. Work involves coordinating, reviewing, evaluating, and reporting of grantee compliance with requirements, policies, and regulations. Position serves as the agency interpreter of federal and state grant management policies and regulations. TVC maintains an optional telecommuting policy (decided by management and contingent on continued performance) up to two (2) days a week. **_To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance._**

**Essential Duties and Responsibilities**:

- Participates in a comprehensive grant compliance program to include desk reviews, technical assistance, and on-site monitoring.
- Examines and analyzes grantee reimbursement and client eligibility records for reliability, adequacy, accuracy, and compliance with grant regulations.
- Prepares reports of findings, outlines discrepancies, and recommends corrective actions.
- Provides technical assistance regarding grant and contract administration, policies, and procedures.
- Prepares compliance reports for both internal and external use.
- Understands and interprets federal and state grant management policies and regulations (Code of Federal Regulations (2CFR Part 200) as it applies to non-profit organizations and state and local entities.
- Evaluates and assesses financial stability for non-profit organizations.
- Performs research in the System of Award Management (SAM), GuideStar, and IRS Tax Exemption Search, and Federal Audit Clearinghouse websites.
- Work hours other than 8 a.m. to 5 p.m. may be required to include some nights and weekends.
- Performs related work as assigned.

**Qualifications**

**Minimum Education**:Graduation from an accredited four (4)-year college or university. One (1) year of experience may be substituted for one (1) year of education, for up to four (4) years.

**Minimum Experience**: Two (2) years of experience in financial roles, grant management, business administration, public administration, or project management.

**Additional Requirements**:

- A valid Texas Driver’s License must be provided within 90 days of hire.

**Preferred Experience and Qualifications**:

- Grant Management Certification.
- Experience in Code of Federal Regulations (2 CFR Part 200).
- Experience conducting desk reviews, audits, or on-site visits.
- Experience with an electronic grant management system.
- Experience working for a state agency or non-profit.
- Honorably discharged veteran.

**Knowledge, Skills and Abilities**:

- Knowledge of laws and regulations pertaining to grant administration.
- Knowledge of accounting concepts, financial reporting, and internal control systems.
- Knowledge of Microsoft Office Suite such as Outlook, Word, Excel, and PowerPoint.
- Knowledge of Adobe Pro - creating, editing, merging PDF files.
- Skill in grant preparation, monitoring, evaluation, and report writing and in the use of a computer with applicable software.
- Ability to perform financial reconciliations.
- Ability to interpret guidelines, policies, procedures, and regulations.
- Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements. Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective work relationships both internally and externally.
- Ability to perform work within the required time and able to meet scheduled deadlines.
- Ability to work under pressure and be successful in meeting goals and objectives. Ability to train others.

**Environmental & Physical Conditions**:
Normal office work environment, mostly sedentary in nature. May involve walking; standing; remaining stationary for long periods of time; pulling and pushing; kneeling, stooping, and bending; and safely lifting and carrying items weighing up to 30 pounds.
