**ABOUT THE PAYROLL ANALYST POSITION**

The Payroll Analyst oversees the payroll functions for the Community Support Services (CSS) region. This position is responsible for the creation of bi-weekly, monthly, and year-end reports, and assisting with grant audit information. This position will monitor and verify allocations and grant assignments are posted accurately for payroll transactions and advise of any required corrections. Works closely with the Payroll Director to ensure compliance in all areas of payroll and work directly with employees to resolve outstanding payroll inquiries.

**ESSENTIAL FUNCTIONS**:

- Responsible for all payroll procedures, including, but not limited to, terminations, out-of-cycle adjustments, and allocation reviews
- Ensures all YMCA policies and procedures and financial reporting requirements are adhered to at all times
- Assists in implementing, writing, and maintaining standard operating procedures for Payroll
- Performs reconciliation and research as needed
- Acts as a point-of-contact for employees with payroll-related concerns and/or questions
- Provides ongoing trainings for employee and supervisors on payroll and timekeeping procedures and processes including, but not limited to, missing punches, timesheet change requests, and timesheet approvals
- Maintains a high level of confidentiality at all times related to compensation information
- Conduct Ad-hoc analysis and reports to assist all program departments
- Work with Area Director of Finance to estimate accruals for monthly close
- Gather important organization data from multiple sources and compile it into meaningful reports or dashboard for various stakeholders
- Oversees and monitors the payroll function for all ELP branches, CRS/YFS and Respite program under the region
- Maintains payroll files and records in accordance with company and regulatory requirements
- Aids staff on audit projects including providing timecards, pay checks, and other required reporting
- Supervises the compilation and consolidation of all audit and claim related backup documentation
- Perform other administrative tasks as assigned and assist with maintaining proper document storage and auditing
- Participate in and attend all required staff meetings, trainings, YMCA staff development events and appropriate agency-wide committees

**QUALIFICATIONS**
- Bachelor’s degree in Accounting, Finance, or Business, or equivalent related experience required
- 5+ years' of experience managing and/or processing payroll, and contract budgeting
- Professional experience working in a payroll environment that requires compliance with specific governmental regulations preferred
- CPR/AED, and First Aid Certification, must include Adult and Child/Infant, obtained within 30 days of hire and must be from one of the following certifying organizations:

- American Red Cross
- American Heart Association
- American Safety & Health Institute

**COMPETENCIES**
- Effective interpersonal skills to resolve confidential and often sensitive issues related to compensation with employees
- Proficient computer skills in Microsoft Office Suite (emphasis on Excel, Word, and Outlook)
- Must be able to communicate effectively, both internally with staff, peers and management, as well as externally with clients, regulators, and community partners
- Detail-driven and excellent organizational skills
- Must have strong analytical skills, specifically in organizational processes, to assess efficiencies and compliance with policies and procedures and be able to recommend and implement changes when necessary
- Excellent interpersonal, presentation, written and oral communication skills
- High skill level in organization, planning, communications, and implementation of administrative procedures
- Strong attention to detail, excellent critical thinking and troubleshooting skills
