This position is in the Investigations Unit (IU) of the District of Columbia Office of the Inspector General (OIG), an organization responsible for promoting the economy, efficiency, and effectiveness of, and preventing and detecting corruption, fraud, waste, abuse, and mismanagement in District government programs and operations.
Criminal Investigators (CI's) plan and conduct thorough criminal investigations of suspected or alleged violations of federal and District laws. The results are presented to responsible officials who make or invoke criminal, civil or administrative actions, judgments (decisions), sanctions, and/or penalties.
**Duties and Responsibilities**:
The Cl's primary duties are to investigate criminal and noncriminal cases of importance to the DC OIG and District government.
Consults with senior investigator and/or supervisor in initiating investigations, formulating investigative plans and violation matrix, investigating, and providing work products in a timely manner.
Develops schedule of investigative "milestones" relevant to conduct of individual work assignments.
Receives complaints/allegations under procedures identified in the Investigations Unit Standard Operating Procedures (SOP) for the criminal investigations program.
Analyzes complaints/allegations against applicable laws, regulations, and policies in terms of potential credibility.
Secures facts and develops evidence from all sources to establish the extent and nature of violations.
Prepares and maintains case files, to include completing all required actions in the electronic case management system and placing all documents file in the electronic case management system.
Properly seizes and safeguards evidence to preserve the integrity of the chain of custody.
Conducts interviews and ensures that all District employees and non-employees interviewed during an official investigation are provided all requisite warnings, as the circumstances of the investigation warrant
Creates an accurate, clear, and well-written record of events associated with all interviews and investigative activity. For administrative cases, draft reports of investigations for responsible management officials to take any necessary corrective action.
Conducts all investigative responsibilities and duties, such as executing search warrants and subpoenas, under established investigative policies and procedures.
Assists the Department of Justice and United States Attorneys Office to prepare cases for presentation to Federal grand juries.
Assists the District of Columbia Office of the Attorney General to prepare cases for criminal, civil and/or administrative actions.
Testifies in court as required.
Participates in routine surveillance activities.
Keeps appropriate supervisory personnel timely informed on investigative plans and activities.
Conducts administrative investigations involving payroll, travel, personnel management, waste, or mismanagement of resources (e.g., funds, material and personnel), procurement, contracting issues, and standards of conduct violation
Performs other related duties as assigned.

**Tour of Duty**: This position may require the CI to work extended work hours. This position may require the CI to perform on-call duties or perform emergency basis availability duties.

**Medical Requirements**:This position requires the applicant to take and pass a pre-employment physical examination. This position requires the CI to take and pass an annual medical examination. This position requires moderate physical exertion involving walking, standing, running, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning to allow applicants to perform the assigned duties. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Corrective lenses are permitted, and vision must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Because the duties of this position may involve activities under stressful conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to themselves or others is disqualifying.
