Duties
As the Director, Human Resources Policy and Programs, you will:
Manage a subordinate staff and be fully responsible for the development, implementation, and evaluation of the Departmental Office's human resources policies and programs.Identify potential problem areas and needs throughout DO to develop short and long range plans for HR which reflect responsiveness and full support for DO programs and missions.Promote efforts to generate understanding and acceptance by operating officials of their responsibilities for meaningful participation in HR management, in keeping with merit system principles and equal employment opportunity laws and regulations.Lead work involving Equal Employment Opportunity (EEO) oversight and complaints programs and reporting, in partnership with the DO EEO Officer.Identify the potential impact of proposed legislation, regulations, and Treasury policies and procedures on operational activities and workload and makes recommendations for actions or decisionsRequirements Conditions of EmploymentKey Requirements:Must be U.S. Citizen or U.S. National.A one-year supervisory or managerial probationary period may be required.Must successfully complete a background investigation.All new hires will be required to comply with federal ethics laws. You must meet the following requirements within 30 days of the closing date of this announcement.SPECIALIZED EXPERIENCE:For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Interpreting and applying Federal Human Resources (HR) laws, rules, and regulations in overseeing HR management programs, including HR improvement, accountability, and evaluation; ANDDeveloping and instituting new HR policies, concepts/principles, or systems for HR Management.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé.
TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.Additional informationDuring the application process you will have an option to opt-in to make your resume available to hiring managers in the agency who have similar positions.
