SUMMARY OF POSITION RESPONSIBILITIES:

The Fiscal Manager is responsible for supervising all functions related to accurate and timely processing of routine accounting applications such as payroll, accounts payable, accounts receivable, general ledger, financial reporting, budgeting, employee benefits and internal audit. Responsible for the maintenance of all accounting records including consultant contract records, insurance, leases, properties, inventory, and investment records. Supervision of accounting staff.

GENERAL DUTIES: I. Budget, Accounting, Audit and Contracts

1. Budget planning, developing, implementing, monitoring and evaluating in accordance with the budgetary process.

2. Financial Planning Activities.

3. Financial analysis and preparation of a wide variety of financial reports and CRDC reports. (Cost and unit productivity, cash flow, investment accounts, other related accounting functions).

4. Participate in the preparation of contract/grant applications/RFP.

5. Supervision of Financial Staff.

6. Implement, monitor and evaluate Internal Audit procedures of all agency financial operations, including program managers and staff charged with the custody of collection and disbursement of funds.

7. Provides support for External Auditors including G/L analysis and audit schedules.

8. Development and implementation of support group staff training and supervisors/managers group training (e.g. compliance with contracts, compliance with WESTSIDE PPM, accounting policies and procedures, audit requirements, etc.

9. Provide technical support to Program Managers/Supervisors on various Accounting issues.

II. Administration

10. Responsible for efficient, effective business operations. Implements, monitors and evaluates financial accounting policies, procedures and protocols/standards.

11. Coordinate with Operation Manager in Facility Management which includes monitoring and reporting on WESTSIDE properties and rental spaces and occupancy cost.

12. Develop and maintain systems of all WESTSIDE property acquisitions and property management.

13. Maintain excellent vendor relations by timely investigate and resolving problems, issues, and concerns (A/P).

14. Maintain excellent funding service relations, timely collections and resolving problems, issues, and concerns (A/R).

15. Maintenance of fiscal records in accordance with Record Retention Guidelines.

16. Maintain records and process consultant contracts and leases.

III. Management of Information Systems

17. Design, implement, monitor and evaluate the management of the Internal Management Information Systems, Internal Financial Management Reports and enhancement of Computerized Accounting Systems.

18. Maintenance of all insurance contracts including Fringe Benefits (e.g, payroll taxes, Health Plan, Worker's Compensation).

19. Responsible for timely submission of all required reports, documents as well as meeting governmental reporting deadlines.

IV. Others

20. Performs other tasks as assigned by the Chief Financial Officer.

QUALIFICATIONS :

1. Possession of BA/BS degree in Business Administration or Accounting from an accredited College or University. CPA/ MBA preferred.

2. Must have five (5) to seven (7) years of full-time experience as an Accountant.

3. Accounting and Auditing expertise.

4. Minimum of three (3) years of accounting supervisory experience in a non-profit behavioral health setting. Must have prior experience with Government contracts in Human Services.

5. Must have current knowledge of computer hardware and software and ability to interface with end user. Service-oriented, with ability to handle confidential data, information and reports.

6. Must have above average written and oral communication. Demonstrated sound judgment. Ability to conduct independent analyses and to make recommendations on complex administrative and fiscal problems and/or challenges.

7. Must be able to work productively with a Multi-disciplinary team in a Multi-cultural environment.

8. Demonstrated commitment to Health & Human Services.

9. Performs other job duties as may be assigned.

10. Experience with City and County of San Francisco and State of California contracts preferred
