Job Overview

Under the supervision of the Chief Financial Officer of UASI, this role is responsible for the oversight and administration of the Division of UASI's contractual obligations related to federal homeland security grant initiatives. This includes the reconciliation of intricate grant projects, supervision of contract and Memorandums of Understanding (MOUs) preparation, and the development and monitoring of grant program budget activities.

Key Responsibilities:

  • Manage the drafting and oversight of MOUs, Letters of Agreement (LOA), and Professional Services Contracts, ensuring compliance with Homeland Security Grant provisions and municipal contracting standards.
  • Analyze contract deliverables to ensure adherence to grant guidelines and implement necessary programmatic and administrative controls.
  • Conduct complex financial and policy analyses for all UASI grants, including fiscal reconciliation of grant awards and development of comprehensive grant financial and program status reports.
  • Coordinate and prepare intricate accounting records for audit purposes, responding to both internal and external program and financial audits.
  • Enhance the MOU process to address emerging challenges and align with new grant requirements.
  • Perform fiscal monitoring site reviews of sub-recipient grant project expenditures to ensure compliance with grant provisions.
  • Engage with executive management, program staff, and grants management personnel regularly to interpret grant requirements and provide technical assistance.
  • Supervise Grants Analysts in the processing of contracts and MOUs, offering guidance to improve grants management practices.

Qualifications:

Minimum Qualifications:

  • A baccalaureate degree from an accredited institution; AND
  • A minimum of five (5) years of full-time equivalent experience in professional-level analytical work, including analysis, development, administration, and reporting in key organizational programs related to budgets, contracts, and grants.

Desirable Qualifications:

  • Experience with financial accounting systems, particularly Peoplesoft.
  • Experience in administering California State and Bay Area Urban Areas Security Initiative (Bay Area UASI) programs.
  • Accounting certification and advanced proficiency in MS Excel.
