1. Researches regulatory materials for information concerning the processing of these instruments which include agricultural leases, permits for removal of material, various temporary permits, and grants of rights-of-way across public lands and facilities under the jurisdiction of the Area Office.

2. Negotiates, prepares, and processes appropriate instruments to allow use of land by other Federal, state, county, city, and private agencies, or individuals on, within, or across Reclamation withdrawn or acquired lands.

3. Negotiates terms of agreements and prepares land exchange and sales contracts, warranty or quitclaim deeds for the acquisition or disposal of land.

4. Conducts investigations and searches courthouse records for relevant realty information and consults with state, county or city officials, other Reclamation representatives, water districts, and landowners to negotiate, modify, or amend contract renewals, terminations, cancellations, and issuances.

5. Performs the realty activities necessary to implement Resource Management Plans as required by Commissioner's Policy of December 6, 1988.

6. Reviews all realty actions and documents to ensure required National Environmental Policy Act (NEPA) documentation has been completed, and requests the preparation of documents for significant actions.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

GS-11 Specialized Experience: One year of specialized experience which includes 1) processing casework on controversial lands and realty actions including rights-of-ways, communication sites, land acquisitions and disposals, permits, leases, withdrawals; (2) providing information to the public regarding realty matters on public lands; (3) inspecting unlawful closure of public lands, noncompliance of stipulations/permits, or trespassing; and (4) preparing planning documents and/or monitoring budgetary needs of a realty program. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-09 Specialized Experience: One year of specialized experience which includes understanding of the real estate market to conduct routine negotiations and resolve routine issues regarding the management, transfer, leasing, acquisition, or disposal of lands managed by the area office. This definition of specialized experience is typical of work performed at the lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
