Position Overview:
This role is situated within the Information Technology Division, specifically in the Office of Audit under the Office of the Inspector General (OIG) of the U.S. Department of State. The OIG is tasked with statutory oversight responsibilities that encompass the Department and the U.S. Agency for Global Media (USAGM).

Applicants must fulfill all necessary qualification criteria outlined below by the closing date of this announcement. If qualifying based on education or if there are mandatory educational prerequisites, a copy of your college transcript must accompany your application.

Time-In-Grade Requirements:
Federal applicants must have completed 52 weeks at the next lower grade to meet time-in-grade stipulations, as per 5CFR 300, Subpart F.

Documentation:
If applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate compliance with the 1-year time-in-grade requirement. Therefore, you will need to provide an SF-50 that clearly shows you meet these requirements.

Basic Qualification Requirements:
To qualify for this position, applicants must meet one of the following:

  • Bachelor's Degree or Higher: A degree in auditing or a related field such as business administration, finance, public administration, or accounting. Degrees in economics, public policy, international relations, international affairs, or political science may also be considered.
  • Combination of Education and Experience: A minimum of 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.

The applicant's background must also include one of the following:

  • A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination.
  • Completion of degree requirements that included substantial coursework in auditing or accounting, e.g., 15 semester hours.

Specialized Experience Requirements:
For GS-12 Applicants: In addition to meeting one of the basic qualifications, applicants must have at least one year of specialized experience equivalent to the GS-11 level in the Federal service. This experience should demonstrate the ability to:

  • Develop basic IT audit programs that define scope and steps to achieve project objectives in accordance with Government Auditing Standards.
  • Prepare segments of draft and final performance audit reports, presenting findings and justifying recommendations in meetings or conferences.
  • Interpret and apply relevant laws, regulations, policies, and procedures related to specific audits.

For GS-13 Applicants: In addition to meeting one of the basic qualifications, applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. This experience should demonstrate the ability to:

  • Independently develop and implement complex IT audit plans and programs.
  • Plan, coordinate, and conduct performance audits, preparing reports in accordance with Government Auditing Standards.
  • Develop methods to identify conditions affecting mission capability and potential for increased efficiency.
