The City of Corona is looking for its next Chief Talent Officer If you are a collaborative and engaging team builder with the ability to solve problems creatively in a fast-paced environment, this is the job for you.

Our Chief Talent Officer will report directly to the Assistant City Manager and will join the City at an exciting time of opportunity. The Officer will oversee the crucial human resources services of recruitment, employee and labor relations, benefits, classification and compensation, leave administration, employee data management, and employee health and safety. The ideal candidate will be a "hands on" and engaging leader with creative and collaborative ideas to improve the work environment for the City's dedicated employees.

The Officer will oversee several key priorities and projects in need of completion including the implementation of a new HRIS System, policy manual, and labor negotiations, and others that are outlined in the City's 5-year strategic plan.

A communications and relationship building style that actively focuses on building ties within the wider city operation will be highly important to achieve success in this role. A keen eye towards innovation and finding new ways to recruit talented staff as well as develop, mentor, and retain current staff will also be critical for the Chief Talent Officer.

The position will be part of the dynamic Executive Team and includes a very competitive salary and benefits package, which is currently under review as part of the City's labor negotiation process.

Education and Experience:
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in human resources management, public personnel administration.
  • Seven (7) years of increasingly responsible experience in human resources management, contract administration, and strategic planning and budget practices, including five (5) years of management experience.
Skills/Abilities
  • Assumes full management responsibility for all Human Resources Department programs, services, and activities including recruitment and selection, benefits administration, employee and labor relations, compliance with labor laws, employee health and safety, organizational training and development, and classification and compensation.
  • Manages and participates in the development and administration of the department's budget; directs the forecast of additional funds needed for staffing, equipment, and supplies.
  • Selects, trains, motivates, and directs Human Resources personnel.
  • Contributes to the overall quality of the department's service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs.
  • Monitors legal, regulatory, technology, and societal changes and court decisions that may affect the work of the department; determines equipment acquisition, training programs, and procedural changes.
  • Oversees the development of consultant requests for proposals for professional services and the advertising and bid processes.
  • Represents the City as chief negotiator and directs staff in negotiations during meet-and-confer sessions with various employee organizations.
  • Assists management, supervisors, and staff in the interpretation of personnel policies.

THE ORGANIZATION

The City of Corona is a General Law city operating under a Council-Manager form of government. Policy making and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.

The City is organized into the following departments/organizational units: Community Services, City Manager's Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works, and Utilities. Oversight of these departments is divided between the City Manager and an Assistant City Manager.

The City's total operating budget for Fiscal Year 2025 is $399.1 million with a General Fund operating budget of $209.6 million. Corona enjoys a workforce of 922 dedicated employees who provide high quality services to its residents and visitors each day.
