SUMMARY

Reporting to the Director of Human Resources, the Environmental Health and Safety Specialist's overall mission will be to promote a strong safety culture and healthy work environment. As the subject matter expert, this is an integral position within the organization to provide a safe workplace for all employees by developing and implementing safety programs, enforcing policies, conducting training, inspections, audits, and job safety analysis to ensure compliance with our corporate, local, state, federal and various regulatory agencies. In conjunction with the Human Resources department, this role will be heavily involved in our worker's compensation program to reduce the number and severity of injuries and facilitate return-to-work opportunities The Environmental Health and Safety Specialist is also responsible for driving process improvements through statistical analysis of injury data to identify and address the root cause of injuries. This position will spend extensive time in our warehouse facilities providing support to management, supervisors, and employees, and will work together with other Toyo stakeholders in an overall effort to promote safety initiatives with the goal of zero accidents and injuries.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  1. Support and promote Toyo's strong safety culture striving toward the attainable goal of zero accidents and injuries.
  2. Will serve as the key member of the Company's Safety Committee with meetings held monthly.
  3. Regularly inspect the facility(s) to identify safety, health, and environmental risks and draft inspection reports to document inspection findings.
  4. Conduct weekly/ bi-monthly/ monthly safety meetings. Conduct special training sessions as required.
  5. Conduct safety training for facility new hires within the first five (5) days of onboarding.
  6. Investigate all incidents (accidents. near-misses to fatalities) utilizing the Root Cause Analysis format and report findings to the Director of Human Resources.
  7. Develop action plans to correct deficiencies and hazards related to tools, supplies, equipment, and buildings, prepare, and distribute detailed reports of findings, and follow up to ensure measures have been implemented.
  8. Thorough knowledge of AQMD (Air Quality Management District) Rule 2305.
  9. Follow and stay current on local, state, and federal (CDC) guidelines related to the prevention and mitigation of the COVID-19 virus along with other communicable illnesses. Will oversee the tracking, reporting, contact tracing, self-isolation, and monitoring returning to work process as related to COVID-19 and potential exposures within our workforce.
  10. Plan, develop, and implement safety policies and procedures in compliance with corporate, local, state, and federal rules and regulations (including Occupational Safety and Health Administration/OSHA) and ensure organizational compliance with these policies and regulations.
  11. Manage regulatory agency (i.e., OSHA, fire department) site visits and inspections and ensure appropriate reporting is made to government agencies.
  12. Ensure work-related activities are conducted in a safe, clean and orderly working environment and ensure job site compliance with the Injury and Illness Prevention Program (IIPP), including communication to subcontractors, addressing job site issues, and documentation of any IIPP events in adherence with the Company's IIPP manual.
  13. Oversee the fire suppression system and maintenance as it involves tire storage.
  14. Retain MSDS records and maintenance.
  15. Recommend proper PPE use for all positions.
  16. Make and implement recommendations to improve processes and procedures, monitor safety programs and report on their performance and effectiveness, and seek ways to continuously improve safety programs and related policies and procedures.
  17. Develop and implement safety awareness initiatives that improve safety performance and meet regulatory requirements.
  18. Remain current on all federal, state, and local related safety regulations and laws as well as changes in the industry's best practices.
  19. Keep abreast of ergonomic training and requirements, conduct ergonomic inspections of workstations, and make recommendations for improved ergonomic compliance of all employees.
  20. Provide guidance, consultation, and reinforcement to managers, supervisors, and other personnel regarding safety policies and vendor compliance.
  21. Create and maintain emergency response and crisis management plans, training, and drills for multiple sites.
  22. Ensure Job Hazard Analyses are completed and reviewed/updated as needed.
  23. In conjunction with the Human Resources department and Risk Management department, assist in investigating, managing, and maintaining Worker's Compensation claims and the return-to-work process.
  24. Maintain and submit Weekly/Monthly Safety Inspection Reports. Copies must be submitted to the Director of Human Resources at the end of each month.
  25. Ensures that all safety-related documents, forms, logs, and files as securely housed and readily accessible when needed.
  26. Acknowledge and celebrate safe behaviors and actions of others.
  27. Performs other related duties as assigned.


QUALIFICATIONS

  2. Prior experience developing and implementing workplace safety programs, enforcing policies, conducting training, inspections, audits, job safety analysis, and reporting.
  3. Working knowledge of local, state, and federal CDC guidelines related to COVID-19 and other communicable illness prevention.
  4. Knowledge of fire suppression systems is highly desired.
  5. Solid knowledge of workers' compensation processes and procedures.
  6. Solid knowledge of workplace accident and injury investigation processes and procedures.
  7. Experience developing and implementing ergonomic programs, tools, and equipment to reduce ergonomic-based injuries and lost time.
  8. Ability to work with discretion and independent judgment with minimal supervision, as well as in a team environment.
  9. Highly motivated individual with leadership ability, strong organizational skills with the ability to motivate, engage, mentor, and influence others.
  10. Must possess excellent communication and presentation skills with the ability to support a rigorous training curriculum.
  11. Ability to investigate matters, draw conclusions and implement corrective actions and recommendations.
  12. Proficient in technology and equipment used in environmental and safety inspections.
  13. Must have the ability to work independently.

EDUCATION and/or EXPERIENCE

Bachelor's Degree required, preferably in Environmental Sciences/Engineering, Occupational Safety, or equivalent. A minimum of five to seven (5-7) years of safety-related experience in a warehouse and/or manufacturing environment. Valid State-issued driver's license and satisfactory driving record.

The following are highly desired:

  1. Safety training/certifications in areas such as forklift, HAZCOM, etc.
  2. First Aid/CPR/AED Certification OSHA 30-hour General Industry Certification
  3. CSP or other safety Certification
