Administrative Specialist II

Duties Include:
- Provide administrative support to the quarterly Agricultural Advisory Commission (AAC), and is responsible for coordination of meetings, minutes, and AAC Annual Report to City Council.
- Serve as Oracle Time and Labor Payroll and Leave Specialist (OTL PALS) department representative responsible for maintaining employees time and leave records and assists with employee self-service training, with payroll responsibilities of Manager and Admin Delegation roles
- Oversee the department's administrative processes and functions as the Human Resources PAL Self Service to include performance management, policies and procedures, career progressions, payroll administration, and hiring and onboarding new employees using Oracle (InSITE HR Self Service) and TALEO Hire
- Manage the department's procurement and invoice processes, performs monthly Farmers Market reconciliations of accounts to compile financial reports for the director, using Oracle Financial Cloud (OFC) and serves as the department's purchasing card reconciler
- Work with other departmental management on various data request and analysis, such as Department Performance Plan (DPP) updates using ClearPoint, participates in the development of the annual operating budget using GovMax
- Serve as department representative on various committees and at meetings to exchange information on a citywide basis
- Serve as Departmental Records Liaison to ensure compliance with the Virginia Public Records Act (VPRA).
- Develop quarterly newsletter for department.
- Coordinate a variety of meetings using Outlook and Microsoft Teams.
- Ability to work under tight deadlines and handle multiple/detailed-orientated tasks. Strong self-organization and self-management skills, with emphasis on self-initiation and follow through.
- Effectively communicate with all levels of management, city employees, citizens, and external agencies in a professional manner, both orally and in writing.
