Role Overview:
BDR Solutions, LLC is seeking a seasoned Business Analyst to join our growing team. This position is integral to supporting system integration development projects within an Agile environment, with a primary focus on gathering, defining, and documenting functional and non-functional requirements for the Defense Health Agency (DHA). The ideal candidate will have a strong background in requirements analysis, business process modeling, and working closely with stakeholders to ensure all requirements are clearly captured and properly integrated into the development process. This role is critical in aligning the development team's work with the customer's needs and project goals. This position requires US Citizenship with a Secret Clearance or the ability to obtain one.

Key Responsibilities:
  • Elicit, define, and document business, functional, and non-functional requirements through collaboration with Project Managers, Product Lead, Subject Matter Experts (SMEs), and stakeholders within the Defense Health Agency. Ensure all requirements are comprehensive, coherent, and align with the project objectives, particularly in the healthcare domain.
  • Develop and maintain detailed business process models (as-is and to-be) using standard methodologies such as BPMN, tailored to the healthcare environment. Capture various process scenarios including "happy path " and "unhappy path " to ensure all potential use cases are considered.
  • Coordinate with the Project Manager, Scrum Master, Product Lead, development, and testing teams to ensure a shared understanding of requirements. Facilitate collaborative sessions to capture stakeholder needs and translate them into actionable user stories and acceptance criteria.
  • Define and groom the product backlog, ensuring user stories are well-documented with clear acceptance criteria. Collaborate with the Project Manager and Scrum Master to prioritize the backlog based on project goals and the needs of the Defense Health Agency.
  • Participate in Agile ceremonies including sprint planning, daily standups, and retrospectives. Assist in estimating story sizing, tracking team velocity, and ensuring that sprint goals are met.
  • Conduct thorough gap analyses to identify discrepancies between current and desired states, ensuring all requirements are addressed and properly incorporated into the project plan, particularly focusing on the specific needs of DHA.
  • Maintain traceability of requirements throughout the project lifecycle, ensuring that all development and testing efforts align with the documented requirements and support the overall objectives of the DHA.
  • Develop and maintain comprehensive requirements documentation in Atlassian Confluence, Jira, and other relevant tools. Provide regular updates and reports to stakeholders on requirements status and project progress.
Required Minimum Qualifications:
  • Minimum 5 years of professional experience with at least 3-5 years as a Requirements Analyst or Business Analyst focusing on requirements analysis. Experience in large-scale Federal programs, particularly with the Defense Health Agency (DHA), is highly preferred.
  • Strong experience in requirements gathering, business process modeling, and documenting functional and non-functional requirements. Familiarity with Agile/Scrum methodologies and tools such as JIRA and Confluence.
  • Security Clearance: Active Secret clearance preferred, or the ability to obtain one.
  • Education: Bachelor's degree in Information Technology, Information Systems, or a related discipline (8 years of additional relevant experience may be substituted for education).
  • Communication Skills: Excellent verbal and written communication skills, with a proven ability to interact effectively with technical and non-technical stakeholders, clients, and team members.
Desired Skills and Qualifications:
  • Certified Scrum Master (CSM) or similar Agile certification (SAFe Agile) is a plus.
  • Advanced experience with Atlassian JIRA and Confluence, Microsoft Visio, and Microsoft Office Suite.
  • Healthcare Standards: Expertise and experience with healthcare standards and data (HL7, FHIR, etc.) is a plus.
  • Prior experience in a consulting environment, particularly within Federal healthcare agencies such as DHA, is a strong advantage.
