HOC’s Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services is able to offer comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC-owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC’s waitlist.

The Resident Services Supervisor II is responsible for coordinating data, reporting, and supervision of Permanent Supportive Housing staff and the administration of the HUD McKinney PSH grant programs. The candidate will act as the Homeless Management Information System (HMIS) administrator for HOC via the Montgomery County Continuum of Care (CoC). Work requires knowledge in the principles and practices of the social work field and housing programs (i.e. Section 8 and McKinney housing programs). The duties are performed under general guidance from the supervisor with a lot of independence in the planning and selecting appropriate methods to complete the work. Guidelines are normally provided through grant regulations, HOC's policies/procedures, and methods used for similar programs but a lot of adapting and formulating new procedures is required which rely solely on the individual area of expertise. At this level, the individual effectiveness impacts directly upon the adequacy of services being provided to individuals and proper administration of the grants. Work would entail handling a variety of problems (i.e. program compliance, auditability, monitoring the regulatory compliance of certain grants) where conventional methods may not be sufficient requiring creative problem-solving.

The work requires the individual to have a high degree of communication skills because of the need to present data to various CoC community partners, HUD, and internal agency departments. Work is primarily performed in the office setting and involves regular weekly meetings with the Montgomery County CoC and program staff. The candidate will be the HOC HMIS administrator and responsible for all unit reports; including but not limited to; Local Behavioral Health Administration, Department of Health and Human Services, Resident Services Division, CoC, HUD APR, and Grant Renewals. Supervisory work is often crisis-driven.

Note: This is a hybrid position. Employees are eligible to work remotely one day per week once the six-month probation period has been successfully completed.

Job Duties:

Data Management and Compliance

  • Act as Agency HMIS administrator, monitoring data for completeness and accuracy, interpreting data and making recommendations on how the team can improve performance, preparing data for HUD APR and Grant renewals, Point in Time.
  • Assist with all program audits and contract monitoring.
  • Complete the HUD Annual performance report and assist with the PSH HUD Grant renewals.
  • Review, investigate, and rectify all monthly internal compliance findings for the McKinney programs.
  • Assist with administering McKinney and Montgomery County DHCA, and DHHS grants and prepare all necessary reports.

Supervisory Responsibility

  • Supervise team staff: Housing Locator, Housing Specialist, Administrative Aide, and any related temps.
  • Housing Locator contract monitor – monitor and track housing location data and prepare for monthly reports and contract review

Other duties

  • Act as a program liaison with the CoC and other program partners; MCCH, Interfaith Works, Cornerstone Montgomery, DHHS, etc…
  • Assist with overall program support, policy development, and Supervisory coverage as needed.
  • Perform other related duties as assigned.

Minimum Qualifications:

Experience:

  • Four years of related experience.
  • Minimum of one year of supervisory experience

Education: Graduation from an accredited college or university with a Bachelor's Degree in Business Analytics, Political Science or a related field.

Note: An equivalent combination of education and experience may be accepted.

Knowledge, Skills, and Abilities:

  • Must have high-level computer skills (HMIS, Excel, Yardi a plus) with the ability to interpret and manipulate data
  • Understand statistics and research methods
  • Must have strong communication skills and positive energy
  • Must have the ability to relate well to people of diverse backgrounds and cultures
  • Must have familiarity with eligibility and procedures for federal and state entitlement programs
  • Must possess excellent assessment, oral, and written communication skills
  • Must have the ability to work independently, meet deadlines, and exercise good judgment
  • Knowledge of landlord-tenant laws, regulations, and HUD CoC programs is a plus
  • Must have a good driving record and personal transportation is required
