Job Description:
HOC’s Resident Services Department strives to enhance the lives of HOC customers by coordinating and implementing a vast array of high-quality programs, services, and resources. Through collaborative partnerships with Montgomery County, the federal government, and various community-based organizations, Resident Services is able to offer comprehensive service coordination, impactful resident programs, and robust supportive housing services to individuals and families who reside in HOC-owned-managed properties or receive HOC housing subsidies, as well as applicants on HOC’s waitlist.
This is a professional position responsible for the supervision of Permanent Supportive Housing Resident Counselor staff and the administration of the HUD McKinney PSH grant programs. The candidate will act as the clinical supervisor for the HOC McKinney Program under the oversight of the Montgomery County Continuum of Care (CoC).
Work requires knowledge in the principles and practices of the social work field and housing programs (i.e. Section 8 and McKinney housing programs). The duties are performed under general guidance from the supervisor with a lot of independence in the planning and selecting appropriate methods to complete the work. Guidelines are normally provided through grant regulations, HOC's policies/procedures, and methods used for similar programs but a lot of adapting and formulating new procedures is required which rely solely on the individual area of expertise. At this level, the individual effectiveness impacts directly upon the adequacy of services being provided to individuals and proper administration of the grants. Work would entail handling a variety of problems (i.e. program compliance, auditability, monitoring the regulatory compliance of certain grants) where conventional methods may not be sufficient requiring creative problem-solving.
The work requires the individual to have a high degree of communication skills because of the need to assess, present and coordinate care with various CoC community partners and internal agency departments. Work is primarily performed in the office setting and involves regular weekly meetings with the Montgomery County CoC and program staff. Supervisory work is often crisis-driven. Candidate will be exposed to program participants often in a behavioral health crisis.
Note: This is a hybrid position. Employees are eligible to work remotely one day per week once the six-month probation period has been successfully completed.
Job Duties:
Clinical Supervision:
- Provide weekly individual clinical case reviews with a team of eight Resident Counselors (Case Managers) assessing, advising, and recommending appropriate participant and staff next steps.
- Monitor case notes, leveraging charts and staff performance for completeness, timeliness, and accuracy.
- Hospitalize clients as needed.
- Conduct case conferences and home visits with program participants and staff as needed. Conduct all new participant intakes.
- Liaison with CoC partners, local hospitals, and treatment providers with regard to participant needs and partnerships for collaborative participant care.
- Field instructor for one to two Social Work Interns during the academic year.
Administrative duties:
- Administrative tasks include; HIMS, monthly reporting, various HOC, and Continuum of Care regular meetings. · Assist with all program audits.
- Act as a program liaison with the CoC and other program partners; MCCH, Interfaith Works, Cornerstone Montgomery, DHHS, etc…
- Assist with overall program support, policy development, and Supervisory coverage as needed.
- Perform other related duties as assigned.
Minimum Qualifications:
Experience:
- Four years of related experience.
- Minimum of one year of supervisory experience
Education: Graduation from an accredited college or university with a Master’s Degree in Social Work or a related field.
Licenses and Certifications:
Must have the credentials to sign off on Emergency Petitions to hospitalize program participants in the state of Maryland (LCSW-C Licensed Certified Social Worker –Clinical, or LCPC - Licensed Clinical Professional Counselor).
Knowledge, Skills, and Abilities:
- Must have strong communication skills and positive energy
- Must have the ability to relate well to people of diverse backgrounds and cultures
- Must have familiarity with eligibility and procedures for federal and state entitlement programs.
- Must possess excellent assessment, oral, and written communication skills
- Must have the ability to work independently, meet deadlines, and exercise good judgment
- Knowledge of landlord-tenant laws, regulations, HUD CoC programs is a plus
- Must have a good driving record and own transportation is required
