Schedule: Monday-Thursday 7:00 a.m. to 5:30 p.m. Requires availability outside of core working hours on an as needed basis.

Compensation: Grade 6: Starting pay rate is $20.37/hour


DEFINITION/SUMMARY:

Works under the supervision of Human Resources Director and/or Finance Director. Responsible for payroll processing, pension processing, compliance, reporting and analyses. Perform duties in compliance with City Code, State and Federal Law, and departmental polices and directives

Requirements:

Experience with Paylocity a plus


MINIMUM QUALIFICATIONS:

· At least five years of work performance in a payroll, accounting or financial management position that would enable the individual to perform the duties of that position.

· Bachelor’s degree

PREFERRED QUALIFICATION:

· Member of the American Payroll Association

· Fundamentals of Payroll Certification

KNOWLEDGE/SKILLS AND ABILITIES:

· Knows how to use computer hardware and software including Microsoft Office, email, accounting/payroll/HR software and internet browser programs.

· Ability to stay current on Payroll systems to achieve alignment with City benefit plans and practices to ensure effective and accurate support and reporting.

· Must maintain up to date current knowledge related to state and federal guidelines.

· Ability to work independently and accomplish assigned tasks with minimal supervision

· Ability to research and provide recommendations on payroll related topics

· Thoroughness and attention to detail

· Computer proficiency

· Maintain confidentiality

· Ability to facilitate/train both management and employee understanding of payroll system and supporting processes

· Ability to ensure payroll processing is in compliance with the City of Morgantown Handbook

ESSENTIAL DUTIES/EQUIPMENT USED

· Balance departmental time entries and verify to city payroll practices

· Run all payroll associated reports and validate payroll for final processing

· Run checks and direct deposits

· Perform post payroll processes i.e. ACH file processing and 3rd party processing

· Make all federal and state tax payments to the appropriate tax bodies

· Attends Police and Fire pension board meetings and calculates pensions for both

· Administer FMLA certifications thru payroll

· Performs all other payroll related duties and projects as assigned

· Prepare and process W/2 and 1099-R’s annually and all other year-end processes

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

· While performing the duties of this job, the employee is regularly required to keyboard, file or lift items up to 30 lbs. The employee is required to sit, stand, talk and listen
