City of Morgantown Payroll Manager

Employment Status: Permanent Full Time Non-Exempt

Schedule: Monday-Thursday 7:00 a.m. to 5:30 p.m. Requires availability outside of core working hours on an as needed basis.

Compensation: Grade 6: Starting pay rate is $20.37/hour

Overview: Under the guidance of the Human Resources Director and/or Finance Director, the Payroll Manager is accountable for the execution of payroll processing, pension administration, compliance adherence, reporting, and analytical tasks. Responsibilities must align with City Code, State and Federal Law, as well as departmental policies and directives.

Qualifications:
  • A minimum of five years of experience in payroll, accounting, or financial management roles.
  • Bachelor's degree is required.

Preferred Qualifications:

  • Active membership in the American Payroll Association.
  • Possession of Fundamentals of Payroll Certification.

Skills and Competencies:

  • Proficient in Microsoft Office, email, accounting/payroll/HR software, and internet browsing tools.
  • Ability to research and offer insights on payroll-related issues.
  • Strong attention to detail and thoroughness.
  • Effective communication skills.
  • Technical aptitude.
  • Commitment to maintaining confidentiality.
  • Capability to facilitate training for both management and employees regarding the payroll system.

Key Responsibilities:

  • Ensure accuracy of departmental time entries in accordance with city payroll practices.
  • Generate and validate all payroll-related reports for final processing.
  • Participate in Police and Fire pension board meetings and perform pension calculations.
  • Manage FMLA certifications through payroll processes.
  • Prepare and execute W-2 and 1099-R forms annually, along with all other year-end payroll processes.

Working Conditions: The role requires the ability to keyboard, file, or lift items weighing up to 30 lbs. The employee must be able to sit, stand, talk, and listen as part of their duties.

Equipment Utilized: Computers, printers, fax machines, calculators, and telephone systems.
