Position Overview:

We are looking for a seasoned Proposal Manager with demonstrated experience supporting construction projects for the federal government. The Proposal Manager is responsible for proposal development (written, oral, overall submission) from the receipt of RFP or other request for information from pricing through post submission debrief. Fulfilling other functions including editing, writing, proposal facilitation, and others may be required. The PM will own all functions related to the proposal process as the point of contact for a Shared Service operation.

Essential Duties and Responsibilities:

  • Analyze the proposal requirements and create compliance checklists and assignment/deadline checklists for all proposal volumes (price, technical, reps & certs, past performance) for construction projects supporting the federal government.
  • Ensure that all volume leaders, company General Managers, and the VP of Finance are aware of proposal requirements to be addressed.
  • Coordinate tasking and communicate schedule to partners and sub-contractors.
  • Create, maintain, communicate, and manage schedules to ensure a 100% on time, compliant submission record
  • Organize resources, both internally and externally (these include content providers, graphics specialists, contracts administrator, etc.)
  • Coordinate inputs and reviews
  • Ensure bid strategy implementation
  • Coordinate Bid/No Bid calls (aka gate reviews)
  • Track the BD pipeline utilizing C2P and GovWin
  • Ensure compliance
  • Resolve internal team issues
  • Provide process leadership
  • Compile the final submission
  • Maintain a content library, resume archive, and past performance archive
  • Other duties as assigned

Qualifications:

  • 3+ years of experience with proposal support for Federal construction contracts .
  • Experience with SharePoint, C2P and GovWin preferred.
  • Excellent communication skills (oral, presentation, and written).
  • Highly organized, detail-oriented, ability to multi-task and deadline-driven.
  • Proficient in Microsoft Office Suite and Adobe Professional.
  • Proposal training and/or certifications preferred.
  • Bachelor’s degree in English, Communications, Marketing, business, or equivalent is preferred.
