The USCCB/MRS Match Grant (MG) Program works with a network of affiliate local service providers to assist refugees and other Office of Resettlement Services (ORR) populations to become self-sufficient within a 240 day service period. MG is a public private partnership that engages communities in supporting refugees on their path to economic independence through cash and in-kind contributions. MG Program affiliates are required to match ORR funds through financial donations, material goods, volunteer services, employment opportunities, and training. They must raise $1 in matching contributions for every $2 of federal client direct assistance.

The Match and Partnerships Coordinator ensures that USCCB’s network of MG affiliates matches federal funds with cash and in-kind contributions of goods and services. The coordinator assesses affiliate compliance with Match requirements and conducts technical assistance, training, and resource development to build the network’s capacity to secure volunteers, donors, and partnerships necessary for match. The coordinator also secures and sustains national partnerships with foundations, nonprofit organizations, employers, and other key stakeholders to expand the network’s access to volunteer services, material donations, cash contribution, and job opportunities.

Continuing Responsibilities: (List from highest to lowest priority.)

Match Program Operations and Development

•Develops and maintains a comprehensive understanding of the Office of Refugee Resettlement Match Grant Program Guidelines, and Program Operations Manual; assumes responsibility for updating sections of the Program Operations Manual related to Agency Match.

•Leads New Director’s Orientation sessions to newly hired Resettlement Directors on Match generation and requirements.

•Serves as the primary point of contact for local service providers on issues related to matching and partnership development. Answers inquiries related to MG program requirements, tracking, the cultivation and documentation of cash/in-kind goods and services, and local donor relationship building.

•Tracks and analyzes affiliate match generation quarterly to inform each affiliate of its progress; delivers technical assistance to affiliates with low match outcomes from the prior program year.

•Reviews annual match plans with a.) affiliates new to USCCB’s MG network and b.) offices struggling to comply with Match requirements.

•Creates processes, practices, and procedures for network affiliates that do not comply with ORR federal Match generation and reporting requirements.

•Works with USCCB’s Grants and Program Administration (GPA) team in advising undermatched affiliates at the end of the program year of any disallowance they must repay to the federal government.

Network-wide Training and Resource Development

•Designs and leads mandatory cohort-based curriculum for affiliates who do not meet the minimum Match the previous year. Curriculum includes e-learning modules, community of practice sessions, individual check ins, and match generation workbook with fileable budget and match plan templates.

•Develops Match resources related to Match generation, tracking, and case file documentation to improve compliance; collaborates with USCCB’s database development team to develop match reports that affiliates can utilize; helps affiliates develop reporting mechanisms to track volunteer/in-kind match internally.

•Creates educational and training materials to support affiliates with recruiting volunteers and community sponsors that help advance client self-sufficiency goals and meet match requirements (e.g. job readiness, ELL, social adjustment services activities).

•Identifies, packages, and disseminates promising practices for securing cash and in-kind contributions from private corporations, foundations, and donors to strengthen MG network match compliance.

•Conducts 1-2 webinars each year on Match requirements. Webinar topics are selected based on affiliate feedback and common Match compliance issues; designs online instructional videos on completing RF-20 form series and match case file documentation.

National Partnership Engagement and Development

•USCCB lead for national employer partnership development; serves as primary point of contact for TENT Partnership for Refugees and other national employer outreach and referrals.

•Identifies and sustains relationships with national corporations and foundations interested in supporting MG clients through in-kind and cash contributions; applies for national grants and works with GPA team to distribute funding to MG affiliates.

•Develops working group with National Resettlement Agencies interested in collaborating to generate innovative ideas and practices for raising Match.

Level: Undergraduate degree, graduate degree preferred.

Major Field/Specialty: Public relations and communications, social Sciences, Public Administration, International Studies, or related field.

Number of Years Required: 3-5 years in a related field.

Must live in the DC Metro region.

The starting salary for this position is: $67,637
