Our client in Sacramento, California, seeks a skilled Human Resources professional to support a team that builds the States infrastructure. Make a difference, gain exposure to new human resources challenges (including international candidate work visas and internship programs), and work as part of a small team with the support of an HR Generalist.

Position: Manager of Human Resources (HR)

Job Duties:

Oversight & Leadership

  • Collaborate with and oversee the work of the HR Generalist, providing support and backup as needed.
  • Manage risk management, third-party benefits, and 401k retirement plan administration.

Employee Relations / Labor Relations

  • Ensure compliance with wage and hour laws, union agreements, and handle any union grievances.
  • Serve as the central point of contact for workers' compensation claims, investigations, and audits.
  • Assist with employee matters including leave of absence, benefits, firm policies, wage and hour questions, professional licensure questions, time entry, and expense reimbursements.

Human Resources Compliance

  • Update and communicate changes to the employee handbook annually.
  • Schedule and ensure completion of required compliance trainings (e.g., harassment prevention).
  • Maintain ongoing compliance with HR matters such as labor law posters, wage and hour issues, and EEOC requirements.
  • Stay informed on HR compliance requirements, researching and communicating relevant changes to management.

Recruitment

  • Lead the internship program, coordinating on-site career fairs, managing resumes, and recruiting interns.
  • Monitor job postings, conduct initial candidate reviews, and share with hiring managers.
  • Work with labor attorneys on immigration documents for international candidates.
  • Administer offer letters, pre-hire screenings, and first-day onboarding for new hires.

Required Skills, Experience & Fit:

You Have:

  • Experience and a well-rounded knowledge of human resources, including employee relations and compliance matters.
  • Strong emotional intelligence (E.Q.), capable of working well with diverse personality types and supporting both craft labor and the executive team.
  • A proactive approach, bringing options, ideas, and solutions to HR situations.

Desired, Not Required:

  • Human Resources certification (PHR/SPHR/SHRM-SCP/SHRM-CP or related).
  • Knowledge of union labor relations, union contracts, or prior experience in a labor relations role.
  • Experience with international work visas (H1 and others).
  • Experience overseeing recruitment functions within a company.

This role is based in Sacramento and is 100% in-office.

Compensation: $105,000 to $120,000 base salary plus incentive bonus potential.
