Position Location: This position is located in Los Alamos, New Mexico. Los Alamos is a tight-knit mountain community that consistently ranks as one of Livability.com’s Best Small Towns in America. The city is a top spot for outdoor enthusiasts as it has more than 120 hiking and biking trails, and residents enjoy easy access to the Pajarito Mountain Ski Area. Thanks to the University of New Mexico-Los Alamos’ presence in the area, Los Alamos also has a college-town vibe that’s a major draw for young professionals, families and retirees.

Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position Summary: The Safety Basis Group at N3B develops and maintains Safety Basis documents for nuclear and high hazard facilities and applies a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable N3B’s mission.

As a Senior Manager for Nuclear Safety for Safety Basis, you will be responsible for group operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, non-nuclear requirements, quality assurance program requirements; ensuring that nuclear safety personnel comply with applicable federal, state, and local laws, regulations, codes, and standards; and providing leadership in resolution of technical and personnel issues.

In addition, but not limited to, as manager, you will be responsible assisting the development of staffing plans in accordance with customer requirements and within budget constraints, perform recruiting and hiring activities to implement those plans, and develop staff through training, mentoring and qualification programs.

Essential Duties/Responsibilities (may include, but are not limited to)

We are seeking a Manger to support N3B’s mission and lead their respective group to develop and maintain nuclear facility and non-nuclear safety bases. Roles and responsibilities are:

  • Responsible for the development and maintenance of technical analyses and safety basis documentation for assigned facilities and projects.
  • Provide safety basis resources for N3B nuclear facilities.
  • Lead the development and control of assigned facility and project safety basis documents, disciplined and effective safety basis implementation, and assessment of overall group performance.
  • Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
  • Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.
  • Perform technical and quality reviews of safety basis documents for nuclear facilities and support facilities.
  • Development of hazard identification, facility hazard categorization, hazard analysis, and accident analysis
  • Development of safety basis documents including unreviewed safety questions (USQ) determinations, safety basis change reviews (SBCR), Evaluation of the Safety of the Situations (ESS), Justification for Continued Operations (JCO), and Technical Safety Requirements (TSR)
  • Maintenance of the facility safety basis including incorporating and changes, conditions, or hazard controls directed by the DOE.
  • Responsible for insuring initial and refresher USQ training and assessments of the process is effectively performed on personnel performing USQ’s.
  • Prepare the annual summary of USQ determinations.
  • Develops and maintains a plan for performing an annual Documented Safety Analysis (DSA) Update
  • Ensures procedural and regulatory compliance.
  • Support the Facility Operations Director in evaluation of occurrences and issues to determine if safety basis action is needed or reporting criteria have been met.
  • Provide nuclear safety support for fact finding discussions and learning events.
  • Reports directly to the Director of Nuclear Safety.

Minimum Qualifications (Knowledge, Skills, Abilities):

This position will serve in a management role and provide expert knowledge and experience in engineering and safety basis administration for facility projects and on-going operations and maintenance within nuclear facilities. Specific knowledge and experience sought for includes:

  • Leading technical personnel in support of nuclear facilities including operations, maintenance, engineering, safety basis, and projects to establish and continuously improve reliable facility operations.
  • Demonstrated success in effectively interfacing with all levels of contractor management, DOE staff, DNFSB staff and board members, and occasionally members of the public
  • Knowledge/experience in nuclear and/or high hazard facility operations and administrative programs.
  • Demonstrated capability in successfully developing internal and external customer relationships achieving a high degree of customer satisfaction. Experience in negotiation with customers and support organizations and resolving conflicts.
  • Knowledge/experience and proficiency in DOE orders and standards on facility hazard categorization, safety basis development, technical safety requirement development, and the Unreviewed question process.
  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them. Planning, budgeting, goal setting, or scheduling are critical to success in this role.
  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
  • Ability to train and mentor more junior staff.
  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job

Desired Qualifications:

  • Extensive knowledge of nuclear operations including project execution and Management, procurement, environmental safety, and health (ES&H), and quality assurance.
  • Extensive knowledge/experience of Safety Basis Processes; Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design and operations.

Education and Experience Required: Bachelors’ degree combined with 10 years’ relative experience. Experience must include at least 5 years of management responsibility. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Working Conditions and Physical Requirements: Normally assigned to perform work in an office environment. Only electrical hazards and other minor potential hazards normally found in an office environment are anticipated. Safety, Security, and Quality: While working to achieve N3B LLCC objectives, the Nuclear Safety Senior Manager will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
