General Statement of Duties

The Human Resources Generalist is responsible for managing employment functions across the organization to effectively attract and retain high performing employees. Core functions include program and policy oversight, human resources information systems, and internal communications with management and staff while remaining impartial when rendering decisions. Areas of focus include but are not limited to benefits, compensation, and recruitment.

Responsibilities

  • Design, develop, and oversee policies, practices and programs across multiple areas of Human Resources, including compensation, benefits, wellness, recruitment and onboarding. Monitor to ensure effectiveness; identify and manage improvements and change.
  • Ability to handle confidential information with discretion
  • Ability to remain impartial
  • Partner with leadership in program and policy oversight for other employment areas, including performance management, employee relations, and training.
  • Monitor external trends and legislation to ensure competitive and attractive employment practices, as well as legal compliance and risk mitigation. Provide guidance to staff on interpretation and application within the organization.
  • Immediately inform CEO of all legal issues pertaining to employment and termination.
  • Receive, review, and process all ADA requests relating to employment.
  • Manage all FMLA, OFLA and Paid Leave Oregon requests.
  • Assist in responding to any and all BOLI, EEOC or legal claims regarding employment, including working with legal counsel on related employee issues.
  • Work with the directors and managers in reviewing employee performance appraisals and assisting in corrective action and employee terminations.
  • Manage all Workers’ Compensation claims including time loss, return to work, modified job duties, bona fide job offers for modified work, legal settlement and ongoing communication with workers’ compensation carriers, claims adjusters and staff.
  • Coordinate with all new hire candidates to complete pre-employment screening processes and provide results to the manager/director.
  • Schedule and perform new employee orientation and training.
  • Supervise new hire paperwork process for new staff members.
  • Maintain employee’s personnel and confidential files.
  • Enter employee information and monitor accuracy in the human resources information system and time and attendance system.
  • Responsible for staff credentialing and privileging
  • Provide input into strategic planning, striving to align functional objectives to the organizational vision, mission, and strategies. Actively lead goal setting for areas of responsibility.
  • Ensure departmental participation in benefits, pay, and recruitment surveys and data analysis.
  • Work closely with the Chief Financial Officer, or designee, and payroll employees to ensure compliance with wage and hour laws, garnishment processing and employee wage payments.
  • Assist with the audit process in areas such as workers’ compensation, COBRA and 401k administration, benefits administration, employee recruitment, personnel records, and employee relations.
  • Oversee the annual review process.
  • Manage relationships with HR vendors and HR fiduciary consultants; participate in vendor assessment, product renewals, and rate evaluations.
  • Participate in reviewing data reporting, including areas such as affirmative action, equal employment, employee engagement, and turnover, guide management in areas for improvement.
  • Ensure employment inquiries and complaints relating to areas of oversight are handled quickly, confidentially, equitably and courteously.
  • Continually grow knowledge and skills in employment practices and trends; attend relevant conferences, seminars, and meetings, as networking and growth opportunities.
  • Serve as a lead role in managing communications pertaining to HR programs and services. This includes announcements, notifications, general information, and the organization’s employment value proposition.
  • Create meaningful and attractive employment messaging for potential candidates, highlighting the organization’s total rewards.
  • Represent HR with external stakeholders as needed.
  • Performs other duties as assigned.

Requirements:

Minimum Qualifications

  • Bachelor’s degree in Human Resources, Labor and Employment Relations or related field; OR may substitute relevant work experience for the required degree.
  • Strong people management skills, including the ability to coach, develop and motivate staff
  • Excellent verbal and written communication skills, including presentations
  • Strong analytical and problem-solving skills
  • Ability to work in an environment with diverse individuals and groups
  • Knowledge of computer systems, applications and standard office machines
  • Current Oregon Driver’s License and proof of automobile insurance

Preferred Qualifications

  • Knowledge of Federally Qualified Health Centers

Physical Demands Required to Fulfill Essential Functions of this Position

Employee must be able to sit or stand for long periods of time. Employee must be able to focus on tasks while in an active office environment where conversation and noise is prevalent. Employee must be able to operate a keyboard, write, speak, and hear. Employee must be able to read small print both on paper and on a computer screen for long periods of time. Ability to occasionally lift up to 20 pounds.

There may be exposure to airborne and blood-borne pathogens, and hazardous materials. This position is not eligible to be a telecommute position.
