Senior Director

PAY SCALE: $95,000 to $120,000 exempt position

FTE: 1.0 FTE (40 to 50+ hours per week on average)

TITLE: Senior Department Director

REPORTS TO: MHAAO Deputy Director

DEPARTMENT: BHRC Day Center Program

POSITION SUMMARY: The MHAAO BHRC Senior Program & Operations Director develops and oversees all of the daily programing and operations of the BHRC Day Center and Provider Police Joint Connection Program (PPJC). In addition to this, the Senior Director develops a strategic plan and vision for the future in collaboration with relevant Multnomah County staff. This position in collaboration with MHAAO Deputy Director and Multnomah County, helps design, develop, implement, and evaluate the program and operations of the center and leads communications with all community partners and volunteers to develop additional programming within the Day Center.

REQUIREMENTS:

ESSENTIAL FUNCTIONS:
  • Understand, implement, and uphold the core values of Peer Delivered Services, Harm Reduction, Low-Barrier Access, Housing First Models.
  • Understand, implement, and uphold the core values and mission of MHAAO.
  • Maintain a professional and effective relationship with all individuals and agencies in the interest of MHAAO and the BHRC Day Center participants, guests and partners (e.g. BHRC Shelter & Bridge Housing Provider, Safety Partners and various Multnomah County Departments-Facilities and County Commissioners).
  • Provides administrative supervision and leadership to the MHAAO BHRC Associate Director, PPJC Program management, and other program staff that interact directly with the participants regarding Day Center concerns.
  • Ensure the programs are functioning as intended.
  • Develop, review and revise standard operating policies and procedures for the BHRC Day Center, and PPJC Program as needed
  • Researches best practice service models for chronically homeless, shelters, and housing support
  • Monitors program budget
  • Maintains funder compliance, i.e. Multnomah County Behavioral Health Division
  • Provides atmosphere of customer service in assuring that participants are treated in a trauma-informed, friendly and respectful manner
  • Oversees, facilitates, and trains staff on working with community partners and focusing on the needs of the participants in the Day Center.
  • Supports the orientation and onboarding relevant MHAAO BHRC management staff

DUTIES / RESPONSIBILITIES:

Day Center Services
  • Responsible for fielding all emergency calls from the Day Center and communicating these to relevant Multnomah Co staff, Emergency Response Agencies, the MHAAO Executive Director and BHRC Day Center Program Managers
  • Supervise the MHAAO BHRC Associate Director and Program Managers
  • Responsible for identifying any new community partners
  • Help with the development, implementation and ongoing communication of the Good Neighbor Agreement (GNA)
  • Visit with each Program Manager and, as needed, provide additional support to staff.
  • Coordinate with relevant Multnomah County staff to ensure appropriate participant care and follow through.
  • Coordinate with MHAAO Peer Training Department, HR and Multnomah Co to ensure adequate and ongoing Day Center staff training.
  • Coordinate with Multnomah Co and MHAAO BHRC Data Analyst, Coordinators and Day Center staff to ensure data related regarding the Day Center stays is correct and regularly updated
  • Ensure that the BHRC Day Center Leadership and Community Partner Orientation, Meetings, Community Partner/member site tours and volunteer training throughout the year.
  • Conduct regular program, operations and data reporting evaluation meetings.
  • Communicate Day Center needs to Executive Director to ensure support of the center.
  • Provides direct service to participants when necessary and appropriate.
  • Respond to community inquiries, give appropriate information and referrals and documents when necessary.
  • Develops, coordinates and implements strategic goals related to BHRC Day center and participant care with BHRC Managers, Shelter & Housing and Multnomah County partners.
  • Participates in ensuring the BHRC Day Center Accountability Tool processes are followed and participants who are exited/trespassed from the Day Center have a clear pathway to re-enter when appropriate.
  • Focuses on a strength-based, trauma-informed, peer-centered approach to participant services

Staff/Volunteer Leadership

  • Provide general supervision and leadership to BHRC Day Center staff
  • Delegate BHRC Day Center staff responsibilities
  • Help facilitate BHRC related meetings (regular and special)
  • Identify areas of professional growth and develop applicable training opportunities for BHRC Day Center staff on a regular basis
  • Demonstrate leadership abilities in conduction administrative meetings and ensure effective communication among all staff regarding administrative and day center issues
  • Manage BHRC Day Center staff to ensure participant confidentiality and awareness of boundaries.

General

  • Participates in community committee/workgroups/advisory councils as appropriate
  • Partners and communicates with community partners to understand scop of services offered to have a complete understanding of what participants experience
  • Obtains BHRC Day Center data and provides reports
  • Interviews and/or creates interview panel for job applicants for BHRC Day Center positions and makes hiring recommendations and/or approvals
  • Demonstrates a complete understanding of Harm Reduction
  • Other duties as assigned

Requirements/Qualifications:

Education: May have college/university degree in a related subject or a combination of work experience and related training/education.

Background Check: A criminal background check will be conducted by MHAAO in accordance with the MHAAO background check policy. A criminal record does not necessarily exclude an individual from employment with MHAAO.

Experience: Knowledge of program management and staff supervision. Knowledge of services and/or issues related to the program area. At least 5-years of experience in a related field.

It is an essential function of the position to identify as having lived experience of mental health and/or co-occurring addiction recovery. It is also vital to understand the effect of trauma on health, coping, and other aspects of individual needs as well as the principles of recovery, self-direction, and trauma-informed care.

Licensure/Certification: Oregon Health Authority (OHA) Peer Support Specialist (PSS/PWS) certification and/or MHACBO Certified Recovery Mentor (CRM) certification is required but may be applied for within 1 month of hire. If openly identify as in addiction recovery this position requires at least 2 years of addiction recovery.

Skills:

  • Strong written and verbal communication skills.
  • Ability to work independently as well as collaboratively within a team.
  • Ability to work with people from diverse backgrounds and cultures.
  • Keyboard skills and ability to navigate electronic systems applicable to job functions.
  • Proficient in Microsoft Office Suite (Word, Excel, etc.) and Google Suite (Gmail and Google Calendar)

Working Conditions

  • Department Directors usually work in an office environment but the mission of the organization may sometimes take them to non-standard workplaces.
  • Department Directors work a standard work week but may be required to work some evenings and weekends to monitor program activities.
  • The position of Department Director is a salaried, overtime exempt position.
