JOB SUMMARY:

The employees in this job direct and coordinate various installation, repair, and maintenance tasks performed by licensed trades, trade helpers, trade laborers, and/or other trade personnel and trade contractors performing services on Gerald R. Ford International Airport Authority (GFIAA) Property or GFIAA Assets. The employee is required to have the capability to work from blueprints and schematics; plan and organize work assignments of staff; confirm that work specifications conform with the trades codes; estimate and order materials needed; and supervise the proper installation, repair, and maintenance of GFIAA systems and equipment in accordance with established methods and trade procedures.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Selects and assigns staff, ensuring equal employment opportunity in hiring and promotion.
  • Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees.
  • Evaluates and verifies employee performance by reviewing completed work assignments and work techniques.
  • Identifies staff development and training needs and ensures that training is obtained.
  • Ensures proper labor relations and conditions of employment are maintained.
  • Participates in the investigation and administration of discipline relating to violations of contracts and/or policy or procedures.
  • Maintains records, prepares reports, and composes correspondence relative to the work.
  • Requisitions and/or purchases of supplies, materials, inventory control and tools.
  • Estimates the cost of materials needed to accomplish tasks.
  • Inspects and evaluates Airport equipment to ensure that it operates efficiently and safely; determines whether equipment and new installations meet requirements of the Trades Codes and work has been performed in a sound workmanlike manner.
  • Inspects buildings in order to determine Airport facility maintenance needs by visual observation, gauges, meters, and other test equipment.
  • Studies blueprints and schematics to plan the material and labor needed to accomplish tasks.
  • Provides oversight of communication and network operations including testing, installation, and maintenance.
  • Other duties as assigned.

REQUIRED KNOWLEDGE AND SKILLS:

  • Considerable knowledge of complex Facility devices.
  • Considerable knowledge of the occupational hazards and safety precautions.
  • Considerable knowledge of labor relations and applicable union contracts.
  • Considerable knowledge of Trades codes.
  • Working knowledge of principles and practices of supervision.
  • Considerable knowledge of equal opportunity policies and procedures.
  • Ability to supervise installing, repairing, and maintaining specialized devices relative to Airport operations
  • Ability to sketch job layouts of locations and conditions for installation and alteration projects.
  • Ability to design systems and work from sketches, blueprints, and manuals.
  • Ability to make mathematical computations.
  • Ability to instruct and supervise employees.
  • Ability to monitor and evaluate programs and organizational performance in order to assess efficiency and effectiveness.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to maintain favorable relations.
  • Working knowledge of Federal, state, and local construction, safety, fire, health, life, and sanitation statutes, codes, and ordinances.
  • Knowledge of OSHA/MIOSHA occupational health and safety rules, regulations and requirements.
  • Excellent interpersonal and human relations skills. Effectively communicate in person, via phone and email with staff, contractors and tenants.
  • This position can work a rotating and on-call schedule, weekends, holidays, and nights and swing shifts.

QUALIFICATIONS AND REQUIREMENTS:

  • Up-to-date and current Trade license.
  • Four years in a supervisory role within the maintenance field.
  • Incumbent must be available for second or third shifts and must be willing to carry a cell phone and to respond to emergency situations during both assigned working and off-duty hours.

NOTES:

  • Candidate must be able to pass required FBI fingerprint-based criminal history record check in addition to pre-hire and random drug and alcohol screenings. Candidate must also obtain and maintain an appropriate level airport badge at all times.
  • Employee is required to be available and on-call 24 hours per day, seven days per week to respond to emergencies and/or seasonal weather conditions. Must also be able and available to work overtime as required.
  • Valid Michigan driver’s license.
  • Ability to obtain the airfield driving privilege within six months of employment.

CONTACTS:

This position has frequently contact with:

  • GFIAA staff, TSA personnel, and airport tenants will receive work orders and general maintenance requests.
  • Maintenance and repair contractors to monitor compliance with service contracts, obtain emergency and non-emergency services, and monitor activity in restricted terminal areas.
  • Vendors and manufacturers to obtain information with respect to operating systems and components thereof.
  • Building and health inspectors to facilitate scheduled and nonscheduled on-site inspections.
  • Purchasing department to administer blanket and other purchase orders for operating supplies and materials.
  • Union representatives to administer collective bargaining agreements for supervised staff.

LICENSES AND CERTIFICATIONS:

Certification or licensure in Electronics, HVAC, Plumbing, Electrical, or other field/trade relevant to the assigned facility is preferred.

PHYSICAL REQUIREMENTS:

  • Must have sufficient visual acuity, with or without corrective lenses, to visually detect damage, deterioration or defects in structural features, fixtures, furnishings, and operating and security systems.
  • Must have sufficient auditory ability, with or without audiological devices, to hear alarms, other warning signals and vehicle signals indicating backward or forward motion.
  • Work includes sensory ability to talk, hear, touch and feel. Work in this position also includes close vision, distance vision, peripheral vision and depth perception.
  • Must be able to descend to floor level to physically inspect pavement, floors and floor coverings, and other ground and/or floor-level features, fixtures and components of equipment and operating and security systems.
  • Must be able to access all areas of the terminal facilities in order to conduct inspections, verify the completion of work to correct unsafe conditions, and monitor operations.
  • Must be able to tolerate exposure to extreme temperatures, dirt, dust, pollen, and other airborne particulates, and inclement weather conditions.
  • Must be able to tolerate exposure to custodial and other chemicals commonly used in facility maintenance.
  • Must be able to enter and maneuver in confined spaces in order to access mechanical rooms and operating systems.

WORK ENVIRONMENT:

While performing the essential functions of this position, the employee may be exposed to moving mechanical hazards, noxious fumes, dust, dirt, and other airborne particulates, bloodborne pathogens, cleaning compounds, solvents, detergents, noise, and other hazards.
