Supervisory Responsibility: ILS Instructors (Whittier), Apartment Manager (Whittier), Sr. ILS Instructor/Apartment Manager (Westington)
Position SummaryUnder the direction of the Director of Residential Services, manage and ensure the safe and efficient operation of the Independent Living Program.

Essential Duties and Responsibilities
  • Perform supervisory and management duties that involve working on multiple assignments with short term deadlines.
  • Effectively supervise assigned staff. Develop weekly schedules for the ILS instructors in a manner that maximizes the provision of services to consumers, monitor staffing levels and provide expedient reallocation of staff to ensure consumer services are not interrupted. Ensure there is no “downtime” for the instructors.
  • Supervise the Apartment Manager (Whittier) and ensure the apartments are maintained according to ECF and HUD standards. Conduct apartment inspections, process and follow-up on maintenance requests, and health and safety issues.
  • Supervise the Sr. ILS Instructor/Apartment Manager (Westington) and provide support as needed.
  • Supervise and, when appropriate, provide training to Independent Living Skills Instructors in case management, (i.e. medical consultations, conferences with parents, reports for regional centers, etc.) Provide monthly staff training using ECF training manual and on other topics related to the ILS program design.
  • In consultation with the supervisor and Human Resources Department, complete staff performance appraisals, conduct initial job applicant screening interviews, and bring performance or personnel related issues to the attention of the supervisor within 24-hours of occurrence.
  • Review program log notebooks, daily logbooks, bank statements, and account ledgers at least once per month and more frequently if needed. Review residents’ billable hours; ensure residents are receiving maximum billable hours. Report any deficiencies or discrepancies to the Director of Residential Services and help resolve.
  • Work with the Director of Residential Services to develop and implement an efficient intake system and play an active role in the screening process of prospective residents. Coordinate logistics of initial resident referral interview. Work with program staff to develop an Independent Living Skills Plan (ILSP) based on the assessment of the resident’s functional level, within 30 days of resident move-in. Monitor progress of individual residents and assume responsibility for reviewing and, if indicated, revising quarterly progress notes of the ILSP.
  • Ensure ILS instructors provide progress reports on a weekly basis that accurately reflect resident training hours. Complete annual and quarterly reports for all residents. Maintain case history files on enrolled consumers at the residence and maintain the master resident file.
  • Complete accurate unusual incident reports and distribute within 24 hours and review unusual incident reports written by staff to ensure quality. Complete accurate monthly resident attendance and manager reports and ensure timely submission to appropriate personnel.
  • Assist the HUD Coordinator in preparing required HUD documents such as consumer certification and re-certification on an as-needed basis.
  • Keep abreast of new concepts in the Independent Living arena such as Supported Living and be prepared to implement new programs.
  • Act as primary liaison to Regional Center Service Coordinators.
  • Ensure the safety of staff and residents by overseeing compliance with ECF Injury and Illness Prevention Program at all sites. Implement and ensure compliance with all ECF guidelines as they relate to medical emergencies, suspected abuse or neglect and unusual incidents. Assist staff during emergency situations including implementing CPR/First Aid, and transporting residents to medical facility, if necessary, etc. Coordinate and supervise monthly fire and quarterly earthquake and bomb threat, and community threat drills.
  • Adhere to operational and capital budgets for each site. Assist with budget development for each site.
Other Duties
  • Comply with ECF’s Injury and Illness Prevention Program, Safety and Medical Emergency Procedures. Ensure safe use and operation of tools and/or equipment.
  • Comply with ECF policies and procedures, including mandated reporting requirements.
  • Observe regular, on-site work hours. Regular and reliable attendance is required for this position.
  • Perform other duties as assigned.

Qualifications
Education/Licenses/Certifications: Bachelor’s degree in psychology, Social Work, Special Education, Rehabilitation Counseling or related field preferred.
Experience: Three (3) years Residential, Independent Living Program, or related experience including one year ISP case management/counseling, in programs for adults who have varying degrees of learning, behavioral, emotional, and/or developmental disabilities. Two (2) years supervisory experience.

Knowledge/Abilities/Skills:
  • Excellent verbal, written communication skills, strong interpersonal and problem-solving skills.
  • Highly organized with the ability to prioritize and manage multiple projects with competing deadlines.
  • Ability to handle confidential/sensitive issues with tact and diplomacy.
  • Ability to supervise and allocate staff in a way that most benefits the consumers and the program.
  • Available to regularly work “on call” as well as on weekends and evenings if needed.
  • Basic math skills.
Requirements
  • Valid California driver’s license, reliable transportation, evidence of car insurance, and insurable driving record
  • Proof of auto insurance and insurable driving record if using own vehicle for business purposes.
  • Pass a DOJ background investigation.
  • Provide evidence of a negative TB test.
  • Obtain and maintain NCI, First Aid and CPR certification.
Work Environment
This is a program for adults who have varying degrees of learning, behavioral, emotional, and developmental disabilities. May encounter residents who are in crisis, exhibiting emotional/psychological distress, or behaving in an aggressive manner. Shared office space in residence. The environment may include frequent interruptions, loud noises, odors, varying indoor temperature, and drafts. Exposure to changes in outside temperature and weather conditions when travelling to various sites.
Physical Requirements
Employee is regularly required to use hands/fingers and speak. Ability to circulate in a 12-unit apartment complex while providing training/assistance to consumers. Ability to travel to the ILS sites and resident apartments. Transport resident or accompany resident on public transportation in the event of an emergency. Ability to implement NCI, First Aid, and CPR and assist residents and staff during medical and other emergencies.
