Position Summary
The ETA Program Manager is responsible for coordinating overall program service designs that includes training services and support to encourage and motivate consumers (adults with varying degrees of learning, behavioral, emotional, and developmental disabilities) on the path to employment and/or community awareness and inclusion. The program manager is also responsible for providing staff supervision, development, program planning and implementation to meet agency, program, and participant goals.
Essential Duties and Responsibilities
  • Oversee the Exceptional Training Academy and the quality of coordination to provide skills training, job exploration, volunteer opportunities, work readiness and community integration. Provide leadership in program development and make recommendations for improving operations and services. Maintain program standards as required by regulatory agencies. Provide direct service in program operations as needed to assure positive outcomes and adequate staffing ratios.
  • Oversee the In-Class and Career Support Services Program by receiving all inquiries, coordinate intake process, collaborate with NTMA regarding start dates, maintain staff schedules and coverage. Upon completion of the program, the manager will ensure job placement preparation is complete and post-hiring supports will be available for CNC student.
  • Develop curriculum, instructional materials, community awareness, while implementing, coordinating, and evaluating program services, goals, and objectives. Complete monthly reports and submit information for newsletters. Keep program flyers updated. Develop partnerships and maintain external relationships with funders, families, other agencies, and businesses. Perform presentations as needed.
  • Oversee all personnel actions including hiring, evaluations, discipline, and terminations; provide training, development, and orientation of staff in compliance with established ECF policies and procedures. Coordinate staff schedules to maintain coverage and ensure support services are being provided according to service design. Ensure that Time and Attendance procedures are followed daily. Participate in team meetings, safety committee meetings and in-service training. Assist in providing in-service training to other direct service staff. Maintain records as required by regulatory agencies for the operation of the program.
  • Oversee the review and tracking of daily attendance to ensure the accurate completion of billing spreadsheets and on time submittal. Develop and manage department budget and monitor and analyze monthly reports of income and expense to assure targets are maintained. Provide fiscal and grant management.
  • Review all client referrals and provide input on client enrollment. When needed provide tours and attend vendor fairs for client recruitment.
Other Duties
  • Adhere to ECF’s Injury & Illness Prevention and Safety Program. Ensure safe use and operation of tools and/or equipment. Report work related injuries/illness that involve consumers enrolled in the programs with a paid component.
  • Assist facility staff during emergency medical situations include implementing First Aid, CPR, NCI, and transporting of consumers to home or medical facility if necessary.
  • Comply with ECF policies and procedures, including mandated reporting requirements. Implement ECF guidelines as they relate to medical emergencies, suspected abuse or neglect and unusual incidents.
  • Observe regular, on-site work hours.
  • Perform other duties as assigned.

Qualifications
Education/Licenses/Certifications: Bachelor’s degree in Human Services field or related subject area required.

Experience: Two (2) years working with individuals who have special needs in a direct client service capacity and one year as a Case Manager in a social service environment.

Knowledge/Abilities/Skills:
  • Excellent verbal and written communication skills
  • Basic math skills.
  • Ability to work on multiple projects simultaneously.
  • Detail oriented with a high degree of accuracy.
  • Knowledge of training techniques for developmentally disabled adults.
  • Knowledge of case management services.
  • Computer literacy and proficiency in software applications including MS Office products: Word, Excel, Outlook, PowerPoint.
Requirements
  • Valid California driver’s license, reliable transportation, evidence of car insurance, and insurable driving record.
  • Pass a DOJ background investigation.
  • Provide evidence of a negative TB test initially and every three years thereafter.
  • Obtain and maintain NCI, First Aid and CPR and Medication Administration certification.
Work Environment
This is a program for adults who have varying degrees of learning, behavioral, emotional, and developmental disabilities. Employee may encounter consumers who are in crisis, exhibiting emotional/psychological distress or behaving in an aggressive manner. Work will primarily be performed indoors in an office located in a production environment. Some work will be performed in the field. Environment may include frequent interruptions, loud noise, odors, varying indoor temperature and drafts. Outdoor temperature and weather will vary.

  • Assist non-ambulatory consumers with transferring to/from wheelchairs (pushing, pulling) lifting with assistance.

  • Reach with hands and arms and use hands and fingers to handle objects, tools, operate copy machine, fax machine, printer, computers, and/or other devices.
  • Ability to communicate in person and over the telephone.
  • Ability to drive to various locations to perform duties.
