The Community Health Centers is on the lookout for a Human Resources Specialist with positive energy and a love for helping people, to join our team. The Human Resources Specialist is responsible for recruiting our phenomenal staff and providers, processing benefits, maintaining records and files, managing employee data including our LOA process, and producing necessary reports. Additionally, this role assists with the credentialing function, orientations, the on-boarding/termination processes and serves as the HR liaison with the Payroll Department. As a whole, our team supports the staff at the Community Health Centers by interpreting policies and procedures and responding to inquiries about employment related matters with compassion and while maintaining confidentiality.

Education and Experience

  • Associate's degree preferred, or
  • Two years administrative experience in HR field

Knowledge, Skills & Abilities

  • Knowledge of principles/standard procedures for basic human resources functionality including recruitment, benefits, personnel recordkeeping, Section 125 and FMLA
  • Proficient computer skills in Microsoft Office products, employee database systems, Adobe 9, website maintenance, and vendor applications.
  • Strong verbal and written communication skills coupled with sense of confidentiality, dignity and tact.
  • Outstanding organizational skills with strong retention of and attention to details and deadlines.
  • Ability to create effective and/or improve current procedures to obtain favorable and consistent outcomes.
  • Ability to work through complex problems and develop options and solutions
  • Ability to maintain high level of tact, trust and confidentiality and handle situations with diplomacy and respect.
  • Ability to carry out duties with minimal supervision

Essential Duties

  • Recruiting: schedule interviews, maintain recruitment files, and screen applicants for minimum qualifications.
  • On-Boarding: produce hire letters, administer checklist system, schedule orientation sessions and present benefits information at orientations. Process background checks and review results. Process new employee badges.
  • Payroll: prepare benefits, union, and other deductions in ADP and other systems as needed.
  • Credentialing: maintain credentialing files, records, and keeping process timely and efficient.
  • Terminations: administer checklist system, manage COBRA process, and process unemployment claims.
  • Benefits: provide benefits information, process enrollments and terminations, and apply Section 125 principles; document and refer to event rules for consistency; assist with Open Enrollment; reconcile monthly insurance vendor bills; calculate and bill/receive proper benefit payments for employees on leaves; COBRA.
  • Employee Leaves: field and process employee inquiries for Workman's Compensation, FMLA and ADA. Investigate inquires, pursue solutions. Work with third parties as is necessary.
  • Employee Communication: Communicate and explain HR related policies and procedures.
  • Assist with development of new and improvement of current HR programs.
  • Research and interpret benefit, payroll and employment laws and regulations; recommend solutions based on research; complete surveys and compile resulting data
  • File appropriate forms relating to incidents/accidents, employment verifications
  • Orientation Facilitation: Oversee the new employee orientation process with other orientation presenters.
  • HR record maintenance and retention: Maintain employee paper and electronic files, manage data retention process. Maintain accurate HRIS data and run reports, develop and consistently use HR tracking systems. Track and record departmental expenses, process departmental purchase orders.
  • Prepare and maintain accurate documentation of departmental procedures.
