General Functions:

Under general supervision of the Plant Operations Supervisor, perform variety of technical tasks related to regulatory compliance program development and process or program implementation for water and wastewater compliance. Plan, organize, and oversee the activities of Regulatory Compliance within the Utilities Department; coordinate activities within departmental divisions and for other departments; and to provide highly responsible support to the Plant Operations Supervisor.


Regulatory Compliance:

  • Monitor and interpret relevant federal, state, and local laws, regulations, and ordinances related to drinking water quality, wastewater, and environmental aspects of department operations to ensure compliance.
  • Ensure compliance with environmental, safety, health, and construction regulations.
  • Develop and implement regulatory compliance policies, procedures, and related programs.
  • Reviews and analyzes new and changing regulations.
  • Ensures Department is in regulatory compliance with all routine annual correspondence programs as required by regulatory agencies.
  • Assists Director in developing and updating City ordinances.


Training and Education:

  • Develop and deliver training programs for staff on regulatory compliance and best practices.
  • Stay informed of changes in regulations and ensure staff are updated accordingly.
  • Participates with the Utilities Director and other division managers in the planning, development and implementation of goals, objectives, policies, and procedures for the department regarding regulatory compliance.
  • Provides or coordinates staff training related to water quality regulations, departmental programs, policies and permits.


Communication and Coordination:

  • Coordinates programs with regulatory agencies to comply with applicable regulations, represents the department and works closely with regulatory agencies and public and private organizations to provide information and assistance to facilitate cooperative and timely resolution of issues and problems.
  • Represents the department in coordinating permitting and issues concerning water, wastewater, industrial pretreatment, cross-connection control programs, including the and any other water quality initiatives implemented by the department.
  • Coordinate with legal counsel, consultants, and other departments on compliance-related matters.
  • Provide guidance and support to project managers and other stakeholders on compliance requirements.
  • Assists chief water and wastewater operators with compiling monthly operations reports (MOR)
  • Prepares and presents staff reports and other necessary correspondence; maintains complete and accurate records of unit activities.
  • Identifies problems related to water quality, wastewater discharge, municipal and industrial storm water monitoring and controls, industrial pretreatment, and cross-connection control programs; prepares comprehensive reports on findings; provides recommendations related to implementation of solutions for regulation compliance.
  • Interfaces with vendors, the public, and City employees.
  • Responds to and resolves difficult and sensitive inquiries and complaints; investigates potential water quality issues and other customer complaints; recommends and implements corrective action.
  • Participates in a variety of advisory and technical committees; attends and participates in meetings of professional organizations related to water quality.

Inspections and Audits:

  • Identify and document any compliance issues and work with project managers to address and rectify them.
  • Coordinate with internal and external auditors during compliance reviews and inspections.
  • Receives Public Information Act requests and compiles all relevant data to return to the City Secretary.
  • Assist with compilation of records schedule and updating schedule being sure to properly dispose of any records at the time of expiration.
  • Prepares and types all applicable correspondence and reports relating to work performance, TCEQ, records keeping, and other relevant correspondence.
  • Performs all other duties as assigned.


Minimum Training, Education and Experience Required:

  • High school diploma or equivalent.
  • One to two years related experience and/or training; or associate degree; or equivalent combination of education and experience.

Preferred Training, Education and Experience:    

  • Bachelor’s degree in public administration, environmental science, engineering, law, or related field. Three years related experience and/or training in a related field.

Requirements – Certificates/Licensures:

  • Valid driver’s license
  • Ability to obtain D water license within 12 months of hire.
