The Proposal Manager will be responsible for all aspects of proposal development efforts to include directing and coordinating the activities of Proposal Volume Leads, writers, and consultants to produce high-quality, winning proposals. The Proposal Manager will be responsible for working closely with Business Capture Led(s) to develop and articulate technical, management and past performance solutions for proposals, whitepapers, oral presentations, and other business materials. The Proposal Manager will be responsible for leading/mentoring other staff and contributing to proposal development writing efforts, when required. The Proposal Manager will work with Business Capture team, subcontractors, and consultants to create compelling documents. In addition, the Proposal Manager will interface with a range of matrixed resources and assist to support business capture and proposal development efforts. Responsibilities also include the introduction and implementation of all necessary proposal procedures and governance. Responsibilities:
  • Manage all aspects of proposal development (proposal writing, editing, illustration, production efforts, etc.) from assignment and receipt of RFP or RFQ, through delivery and receipt by the customer.
  • Identify and secure the resources necessary to develop the proposal.
  • Analyze solicitations (RFP, RFQ, RFI, etc.) in conjunction with other customer requirements and communications and determine final document structure.
  • Prepare detailed proposal plans, schedule outline and compliance matrix for assigned pursuits. Strong organizational management skills and attention to detail are essential attributes. Must be able to do general editing of written material, writing new material or working with reuse material, proofreading, and performing quality check of proposals under tight deadline constraints.
  • Coordinate and lead major project meeting events, such as Kick-off, "Pink", "Red", and "Gold" team reviews; incorporate review outcome into working document and re-write sections as needed.
  • Communicate with participants and prepare necessary materials.
  • Lead effective storyboarding and development of strategic win themes, strengths, and discriminators.
  • Develop targeted questions and interview operations and program management staff to extract critical information necessary to develop technical, managerial, and past performance solutions.
  • Develop and manage a proposal schedule. Meet established deliverables and production deadlines.
  • Provide detailed guidance to proposal writers/contributors and subcontractors.
  • Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the project timeline.
  • Support and ensure proposal center processes are followed, standard style guide is used, and documents are submitted in accordance with established guidelines.
  • Manage the collection and editing of proposal materials to ensure compliance.
  • Ensure proposals are compliant with all section L&M or similar instructions/requirements.
  • Communicate proposal-related requirements and status with senior management, as appropriate.
  • Monitor and remaining current on all amendments and modifications to the solicitation.
  • Review Requests for Proposal/Quotes (RFP/RFQ) and Request for Information (RFI) documents; map to company experience and capabilities.
  • Formulate Proposal response by working closely with Subject Matter Experts (SMEs).
  • Gauge competition capabilities and differentiators.
  • Develop and incorporate win-themes and strategies.
  • Issue and review data calls with internal and subcontractors and check for completeness and accuracy.
  • Complete the response ensuring accuracy, consistency, and compliance against Federal requirements.
  • Maintain proposal and marketing materials in the corporate content library for future use.
  • Communicate effectively (both written and oral) with technical teams, teaming partners and clients as needed.
  • Other duties as assigned.
Qualifications
  • BA/BS in Business or a similar field with three (3) years of experience in writing and coordinating proposal responses for Federal consulting companies, including Federal/State/Local Government. Preferably in the service industry.
  • Solid understanding of the federal acquisition process, FAR, RFI and RFP, source selection, evaluation criteria, compliance matrices, and standard terms and conditions.
  • Proven ability in planning, producing, and delivering compliant proposals within a complex business environment. Experienced in scheduling and running proposal kick-off meetings, leading storyboarding sessions, facilitating key review meetings / final document review, coordinating proposal governance / sign off, document production, and delivery of the completed proposal.
  • Advanced SharePoint / MS Word / Excell, PowerPoint skills & proficient in Adobe Acrobat Distiller, Salesforce. Smartsheet experience preferred. Prior experience utilizing collaboration tools including Microsoft Teams.
  • APMP Capture Practitioner desirable.
  • This is a highly networked role that requires an ability to work under pressure and challenging deadlines.
  • Strong written and verbal communication skills.
  • Timely and accurate reporting
  • Strong ability to lead a process and manage it through to completion.
  • Experience using GovWin and other business development pipeline tools.
Business Capture Coordination
  • Maintenance of the CRM system database, preparation of general marketing materials, and coordination with clients and subconsultants in addition to other general office duties as assigned.
  • Create reports, dashboards, and visualizations to help others understand business performance.
  • Perform data collection, analysis, and dissemination of critical capture information.
  • Provide business development intelligence to business capture team, through the coordination of preparation materials and coordinating opportunity updates.
  • Conduct market research regarding new business opportunities.
