Job Overview

Position Summary

The Proposal Manager at Niche Innovations is responsible for orchestrating and crafting responses to various proposal requests (RFI, Sources Sought, RFP, etc.). This role requires collaboration with a skilled proposal team that possesses the necessary expertise in services and products to create persuasive proposals. The individual will implement essential proposal protocols and processes, demonstrating familiarity with the Shipley proposal methodology. This position demands strong networking abilities and the capacity to perform under pressure within tight deadlines.

Key Responsibilities

  1. Oversee complex government proposals and bid preparations; analyze solicitations, devise proposal strategies, and establish timelines while identifying critical gaps and win themes to enhance bid success.
  2. Track and communicate all amendments and updates related to solicitations.
  3. Assess and comprehend client needs for incoming Requests for Proposals (RFPs), Requests for Information (RFIs), Market Surveys, and Sources Sought.
  4. Engage and influence senior stakeholders, particularly in the bid/no-bid decision-making process.
  5. Lead a cross-functional team to ensure comprehensive proposal submissions; define proposal requirements, create outlines, and guide volume leads and section authors through compliance matrices.
  6. Maintain a proposal calendar and timeline; gather and research relevant information, including resumes and project summaries.
  7. Coordinate the proposal process, ensuring that stakeholder deadlines are met, including conducting thorough color reviews of all submissions.
  8. Deliver compliant and professionally crafted proposals within the specified timeframes set by customers.
  9. Establish proposal team schedules (Red, Gold, White).
  10. Manage document templates to align with company branding.
  11. Collaborate across departments to gather and draft proposal content, ensuring technical accuracy and alignment with company positioning.
  12. Directly engage in proposal writing, coordination, and development efforts.
  13. Edit technical contributions for clarity and grammatical accuracy; enhance content prepared by other departments while preserving the original intent.
  14. Lead post-proposal activities, including debriefs, kick-offs, and lessons learned sessions.
  15. Provide clear and concise responses to customer inquiries or requests for clarification, fostering effective communication and relationship management within government contractors and subcontractors.
  16. Ensure quality assurance and compliance checks for all proposal deliverables.
  17. Monitor and report on proposal win/non-win statistics to evaluate the effectiveness of the business development proposal process.
  18. Continuously enhance the proposal and marketing process by implementing best practices, including a final quality control review for grammar, RFP compliance, and adherence to established strategies.

Qualifications

Essential Skills

  • Comprehensive understanding of Federal government contracts, RFI, RFP, SBIR, GSA, and FAR.
  • Experience in writing, managing, and coordinating proposals, including task order responses and proposal schedule development for Federal Government clients.
  • Familiarity with Teaming Agreements, Non-Disclosure Agreements, and Joint Ventures.
  • Proficient in research, writing, proofreading, formatting, and editing related to Federal Task Orders, RFPs, RFQs, RFIs, and Sources Sought.
  • Ability to collaborate effectively with stakeholders.

Education and Experience

  • Bachelor's degree from an accredited institution or equivalent experience.
  • A minimum of five (5) years of experience in Federal proposal/technical writing, RFP requirements, and proposal schedule management.
  • Strong time management skills, attention to detail, and the ability to thrive in a fast-paced environment with strict deadlines.
  • Experience in capture management, business development, and proposal development may substitute certain qualifications.
  • Demonstrated leadership and motivational skills to manage virtual support teams.
  • Ability to work independently or as part of a team.
  • Capability to multitask, coordinate multiple proposals, and meet tight deadlines.
  • Adaptability to changing requirements and deadlines.
  • Flexibility to work outside regular hours, including nights and weekends, to meet deadlines.
  • Prior experience managing large proposals in the federal government sector.
  • Proven ability to conceptualize and storyboard win themes and proposal narratives.
  • Proficiency in Microsoft Office Suite, including Word, PowerPoint, Outlook, and Excel.
  • Experience in preparing budgets, schedules, and cost estimates; strong research skills to convert findings into persuasive proposal text.

  • Prior IDIQ Task Order experience with federal government GWACs (OASIS, Stars3, CIOSP3, and others).
