Job Overview: The Project Manager will oversee and manage the operations and maintenance of the client initiative, focused on enhancing NIH's vulnerability management processes. This role will play a crucial part in coordinating efforts across various NIH to ensure operational improvements, patch management best practices, and continuous updates. The Project Manager will work closely with technical subject matter experts (SMEs), cybersecurity professionals, and senior leadership to ensure successful execution.

Key Responsibilities:

· Lead and manage the client security program.

· Implement and maintain processes and procedures for effective O&M of the security program.

· Apply the SAFe Agile Framework to provide incremental project improvements and bug fixes.

· Manage requirements, code/version control, testing, release management, and change control.

· Oversee development and launch of security program and its supporting tools.

· Coordinate with the working group to prioritize and schedule bug fixes and enhancements.

· Develop and maintain governance frameworks, including change control, requirements management, and release procedures.

· Establish and support a governance body for the approval of prioritized change requests.

· Ensure compliance with FISMA, SSP, and other security artifacts required for client security operations.

· Re-establish the client security working group, with regular meetings to discuss vulnerability management updates, rank/prioritize change requests, and share best practices.

· Serve as a liaison between the security working group and senior leadership (including ISSO Forum, ITMC, and NIH VM Working Group) to provide briefings and status reports.

· Stand-up and maintain back-end tools such as Jira and O365 Planner to manage incident and service requests.

· Integrate client security group with existing systems like NIH PowerBI Dashboard Security Center.

· Support NIH ICOs with vulnerability management and patch management best practices, configuration management, and tool migration/upgrades.

· Develop, monitor, and report on Key Performance Indicators (KPIs) to track ICO adoption and participation in the client initiative.

· Provide regular updates and analysis on the status of vulnerability management across NIH ICOs.

· Prepare performance reports to NIH OD Cybersecurity leadership, summarizing client activities and outcomes.

· Coordinate with system security engineers to assist ICOs with patch management best practices and other vulnerability management tasks.

· Ensure the client repository is regularly updated with high-priority security fixlets, configuration updates, and articles related to vulnerabilities.

· Lead technical discussions involving subject matter experts on topics such as registry edits, GPOs, system scripts, and federal vulnerability management metrics.

· Provide surge support in SharePoint and PowerBI development, as well as enterprise patch management expertise, as needed.

Qualifications

· Bachelor’s degree in IT, Cybersecurity, or a related field; Master’s degree preferred.

· 5+ years of experience in IT Project Management, preferably in a cybersecurity or vulnerability management environment.

· Proficiency in project management methodologies (e.g., Agile, SAFe) and tools (e.g., Jira, O365 Planner).

· PMP or SAFe Agile certification preferred.

· Experience with SharePoint and PowerBI development required.

· Knowledge of cybersecurity vulnerability management tools (e.g., Tenable, BigFix, JAMF) required.

· Familiarity with Key Performance Indicator (KPI) reporting and analysis.

· Experience in managing IT operations and maintenance programs, with a focus on vulnerability management and patch management.

· Familiarity with federal cybersecurity policies, including FISMA, SSP, and NIST standards.

· Strong communication and stakeholder management skills, with experience presenting to senior leadership.

· Excellent organizational and multitasking skills, with the ability to manage complex projects with multiple workstreams.

Compensation and Benefits

The projected compensation range for this position is $140,700 to $172,500 per year benchmarked in the Washington, D.C. metropolitan area. The Target Salary is $155,800The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
