Job Overview:
The Project Manager will lead and manage various innovation programs and projects within the USDA. The role involves extensive communication and stakeholder engagement, including meeting scheduling, management, and adherence to client technology policy and procedures. The candidate must be experienced in day-to-day management operations in a technical environment that utilizes agile development methodologies. The Project Manager will be responsible for managing multiple tasks, stakeholders, and vendors across various locations.
Key Responsibilities:
· Lead and manage innovation projects, ensuring alignment with the Design Intelligence® (DI) framework, which integrates Human-Centered Design (HCD), agile methods, and cutting-edge technologies.
· Provide specialized Subject Matter Expert (SME) support for program and project management oversight, ensuring compliance with client guidelines.
· Facilitate requirements gathering sessions, including individual and group interviews, to define user stories and business needs.
· Maintain and groom a backlog, ensuring that development aligns with project goals and stakeholder requirements.
· Manage agile teams through iterative development, ensuring timely and quality delivery of project milestones.
· Attend and represent client IT project and portfolio management meetings, providing detailed meeting minutes and status reports.
· Develop and maintain a detailed project plan, including performance monitoring, planning, scheduling, and documentation.
· Monitor and manage project deliverables, ensuring they meet business needs and project timelines.
· Record and escalate project issues, resolving cross-functional challenges at the project level.
· Manage project scope, change control, and project risks, notifying federal leads when issues arise.
· Support the maintenance and updating of the technology online document repository.
· Provide testing support for the technology projects.
Qualifications:
· Bachelor’s degree in a relevant field as Information Technology, Computer Science, Business Administration, or a related discipline, required.
· Certifications in PMP and CSM are required.
· Familiarity with federal IT policies and procedures, and project management frameworks is an advantage, especially if the candidate has prior experience working with USDA or similar agencies.
· Proven experience in project management and scrum master roles, with a strong understanding of agile development methodologies.
· Demonstrable experience in managing IT projects, including stakeholder engagement, requirements definition, and iterative development.
· Familiarity with federal IT project management practices and governance frameworks.
· Excellent communication and leadership skills, with the ability to manage multiple tasks and stakeholders across various locations.
· PMP, CSM, or Certified Product Owner certifications are preferred.
· Active USDA clearance is preferred.
Compensation and Benefits
The projected compensation range for this position is $120,000 to $160,000 per year benchmarked in the Washington, D.C. metropolitan area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
