Associate Director, Program Performance
Job Summary:
The Chicago Cook Workforce Partnership is seeking an Associate Director for its Program Performance Team. The Partnership is a non-profit organization operating one of the largest public workforce systems in the country, covering Chicago and Cook County. The Partnership administers over $100M in funding from public and private sources, and oversees a network of more than 90 community-based organizations made up of American Job Centers, satellite sites, and sector-driven centers. This position will help lead the team that is focused on monitoring the performance and compliance of these agencies as they carry out Partnership-funded programming.
Responsibilities:
- Assists the Director of Program Performance in managing the Program Performance Team, which includes staff in three functional areas: Monitoring, Dashboards and Reporting, and Policy and Impact. May directly supervise staff.
- Supervises and coordinates the team’s day-to-day operations, including formalizing policies and procedures within each team, setting team goals, and monitoring progress toward those goals.
- Understands each of the organization’s programs and funding streams, including guidelines, funder requirements, and target outcomes.
- Works with other Programs Team leadership to communicate those guidelines, requirements, and outcomes to sub awardee agencies.
- Creates and maintains tools and processes for monitoring sub awardee and program compliance and performance.
- Supports the creation of targeted technical assistance and training for sub awardee agencies demonstrating performance or compliance issues.
- Assists in overseeing the creation and execution of a research and policy agenda, with the goal of identifying programmatic best practices and advocacy efforts that can improve performance and impact.
- Assists in designing and rolling out regular performance dashboards for each sub awardee agency and program.
- Reviews legislation, policies, and guidance related to the organization’s state and federal funding sources and adjusting our internal and/or sub awardee activities accordingly.
- Performs all related duties and responsibilities as assigned.

Education and Experience:
- Bachelor’s degree in public policy, Management, Public Administration, or similar field.
- 7+ years’ experience in program management required. Workforce development experience a plus.
Physical Requirements:

- Frequently required to utilize hand and finger dexterity using a keyboard.
- Frequently required to talk or hear.
