Job Summary

The City of Chicago is seeking a highly skilled and experienced Program Director to lead the Department of Housing's delegate agencies. This is an exciting opportunity to join a dynamic team and contribute to the city's mission of expanding access and choice for residents and protecting their right to quality homes that are affordable, safe, and healthy.

The Program Director will be responsible for managing outcomes, operations, and delivery of the DOH's delegate agencies. This includes developing work objectives, quality standards, and performance measures for program coordinators, liaising between DOH bureaus, City departments, and members of the City Council, and representing DOH at public meetings and events.

The ideal candidate will have a strong background in program management, with experience in planning, implementation, and administration of social service, public health, or public service programs. They will also possess excellent communication and interpersonal skills, with the ability to build and maintain relationships with community-based organizations and stakeholders.

The Program Director will play a key role in advancing racial equity and wealth building, and will be responsible for overseeing the language access process and opportunities that benefit marginalized communities. They will also be expected to identify and research specific problems and concerns related to community partners, and make recommendations necessary to ensure program and operational efficiency.

This is an exempt position, and the selected candidate will be required to work Monday through Friday, with occasional Saturdays and evenings. The starting salary is $86,520.00, and the position is open until filled.

Key Responsibilities

  • Develop and manage program contracts, budgets, grants, and administrative functions
  • Develop work objectives, quality standards, and performance measures for program coordinators
  • Liaise between DOH bureaus, City departments, and members of the City Council
  • Represent DOH at public meetings and events
  • Manage and direct special projects and initiatives
  • Build and increase the Department's network of community-based organizations
  • Oversee the development, duplication, and marketing of materials used to promote homeownership programs
  • Identify and research specific problems and concerns related to community partners
  • Make recommendations necessary to ensure program and operational efficiency

Qualifications

  • Graduation from an accredited college or university with a Bachelor's Degree in the Social Sciences, Business or Public Administration, Public Health, or a directly related field, plus five (5) years of experience in the planning, implementation, or administration of social service, public health, or public service programs, of which two (2) years is in a management/supervisory role related to the responsibilities of the position
  • Graduation from an accredited college or university with a Master's Degree in the Social Sciences, Business or Public Administration, Public Health, or a directly related field, plus four (4) years of experience in the planning, implementation, or administration of social service, public health, or public service programs, of which two (2) years is in a management/supervisory role related to the responsibilities of the position

Selection Requirements

This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

Previous experience implementing full-cycle project management

Previous experience collecting and analyzing data

Previous experience writing reports and briefing leadership on findings and conclusions

Proficiency in another language other than English (oral and written)

Previous experience working with diverse populations (missionary, Peace Corps, etc.) in underserved communities
