About the Project

Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development's (USAID's) PSE Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub's mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates.

About the Position

The U.S. and Fiji have a close relationship that will be strengthened with the re-establishment of a USAID Mission in Suva in 2023. As the world's premier development agency, USAID focuses on promoting good governance, increasing resilience to climate change impacts, protecting biodiversity, responding to COVID-19, and preparing for and responding to disasters in Fiji. USAID is working closely with local Fijian organizations, multilateral agencies, and the private sector towards shared development goals.

USAID/Pacific Islands seeks an experienced and motivated Development Outreach and Communications (DOC) Specialist to provide temporary duty (TDY) support in the Regional Program Office in Suva, Fiji. USAID/Pacific Islands requires surge support for communications and program management as it transitions to a fully staffed new Mission. Working closely with the Senior Executive Management Advisor/EXO and building on the work of the Subject Matter Expert/Technical Representative for the 'Pacific Resilient Economic Growth' activity, the DOC will support communication outreach services and Private Sector Engagement (PSE) hospitality/tourism activities.

This is a 4 month opportunity starting in September 2024, with the potential for extension. This position would be based in Suva, Fiji.

Responsibilities
  • Support Pacific Resilient Economic Growth Activity and Private Sector Engagement:
    • Support with establishing a Mission PSE Action Plan to identify priority private sector relationships to develop, and outline next steps to establish a Mission-wide PSE Working Group to implement the Mission's partnership focus, measure progress and serve as a resource for staff
    • Facilitate introductory meetings with Regional PSE Points of Contact; 1-2 other Agency PSE Working Groups, and USAID Industry Lead for Hospitality & Accommodation and Travel and Tourism.
    • Lead as the activity manager for the Pacific Islands mission's digital connectivity activity
    • Support Economic Growth design, stakeholder engagement strategy, and related assessments
    • Support development of working with the DFC, MSMEs, supporting market linkages, strengthening value chains, and participating in TECs.
    • Coordinate training for appropriate Mission staff on USAID's new Agency-Wide Partner Relationship Management System (Compass).
  • Engage with Local Hospitality/Tourism Sector
    • Identify strategy to connect with local community partners, including faith leaders, Micro, Small, and Medium Enterprises (MSMEs), American Chamber of Commerce, American Business Council
    • Identify points of contact within the local hospitality/tourism sector and conduct individual meet and greets to share more about USAID and explore potential areas of shared value.
    • Plan and facilitate a larger meeting bringing together select hospitality/tourism points of contact from the individual meetings, Mission Director and other key Mission staff, to establish a relationship between USAID and local partners, and to identify innovative partnership opportunities; potentially leading to a MOU (short term) or Private Sector Collaboration Pathway Annual Program Statement (PSC APS) (long term).
  • Provide Communications, Outreach and Knowledge Management Support
    • Support the Mission's DOC activities such as developing talking points, website and social media updates; oversee the preparation of informational communication (e.g., briefing materials, presentations) and outreach materials (e.g., press releases, briefers, speeches, graphics); and provide logistical support for visits and events.
    • Establish or contribute to the knowledge management system by capturing and storing best practices, lessons learned; explore options/modalities for knowledge sharing and preserving institutional memory as the Mission grows its staff and establishes business processes; support staff in identifying processes that can be replicated.
Qualifications
  • Master's degree with 3 or more years of work experience, or a Bachelor's degree and 5 years of work experience, or 9+ years equivalent relevant work experience
  • Demonstrated experience in developing communication's content for internal and external audiences
  • Experience in economic development in public financial management, private sector engagement, or other related areas.
  • Exceptional proven attention to detail and organizational skills
  • Strong organizational and critical thinking skills, attention to detail, ability to multitask, and ability to work well under pressure.
  • Ability to attain and maintain a Facilities Access Clearance (FAC) or Secret-level security clearance

Preferred

  • Current holder of an active Secret-level security clearance or FAC
