Montech Inc. is seeking a qualified Senior Financial Management Analyst with an active DOD Secret Clearance or DOE equivalent. The Senior Financial Management Analyst shall perform duties in a hybrid schedule supporting at Kirtland Air Force Base.

General Responsibilities

  • Understand and ensure compliance with the fiscal laws and funding policies that make up the Purpose Statute, Bona Fide Needs Rule, Anti-Deficiency Act, Full Funding Policy, Incremental Funding Policy, and Annual Funding Policy while reviewing funding documents IAW DoD Financial Management Regulation 7000.14.
  • Manage, utilize, and comply with specific agency’s Financial Management Records Management Plan to ensure ease of access to financial information and continuity of operations.
  • Prepare, compile, and manage, office correspondence and report timely responses for workflow taskers, prepare briefing charts, prepare, and file general office correspondence, collect, track, maintain, and update data and prepare one-time and recurring reports as required, and provide forms management support. Shall be responsible for maintaining, filing, distributing, and proper disposition of all Government taskers and correspondence, as well as manage the organizational records management/disposition.
  • Assign personnel able to treat all persons with courtesy and respect, striving to earn positive feedback of customers. Shall maintain courtesy, tact, diplomacy, and self-control in performance of all assigned tasks.
  • Shall have excellent written and oral communication skills sufficient to provide clear and concise communication and documentation support.
  • Financial Management. Provide financial management recommendation support and financial reporting while ensuring and validating the integrity of financial data within Government accounting and information systems, while not performing inherently Governmental functions. These tasks are technical and administrative in nature.
  • Budgeting. Provide support for program management and financial reviews, budget drills, conferences, briefings, and other meetings; and interface and coordinate with other management/leadership as required.
  • Execution of Funds. Assist with providing support needed to ensure funds are executed properly and timely, i.e., in accordance with appropriate guidance.
  • Requirements, Funded and Unfunded. Assist with ensuring financial requirements are recorded properly and updated as necessary in the appropriate systems; and assist with analyzing fund execution and identify potential funding sources and/or shortfall requirements.
  • Funding Document Review. Assist with preparation, review, and research funding documents.
  • Forecasting. Advise and assist with creating forecasts for all funded requirements; and ensure that 100% of budgets are forecasted and reporting status, changes, and anomalies.
  • Financial Decision Support and Reporting Recommendations. Assist with research and production of financial status reports and provide analysis and recommendations, as needed.
  • Be proficient using Microsoft Outlook, Microsoft Word, Microsoft PowerPoint, Microsoft Excel and Government accounting and information systems to accomplish normal financial management functions within a systems program office.
  • Be capable of efficiently and effectively producing financial status reports and analyzing/interpreting the data within financial status reports; capable of developing specialized spreadsheets and improving existing models to achieve greater accuracy and efficiency.

Acquisition Financial Management

  • Monitor the use and rate of expenditures of budgeted funds through continuing dialogue with program/project managers, senior leaders and their staff, review of written documents, and examination of accounting records.
  • Conduct research, identifies and analyzes trends in the use of funds, and evaluates the effects of continuing changes in program plans and funding.
  • Monitor, review, and verify obligations, expenditures, reimbursable orders, and requests for allotments, identifying and reporting differences which are not in keeping with annual work plans.
  • Prepare a variety of reports covering the status of funds, expenses, and obligations as required by higher headquarters. Compares obligations and expenditures and identifies conditions of over or under obligation of funds.
  • Develop recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Identify and refer to higher level officials reprogramming actions which require prior approval.
  • Obtain and provide information concerning the propriety of using funds for specific purposes by researching appropriate legal and regulatory guides.
  • Conduct trend analysis and make recommendations for transfer of funds between object class and line-item accounts under the same appropriation or allotment when funds are needed to cover increases in obligations or when expenditures fall below established limits.
  • Verify, enter, and adjust budgetary data in a variety of forms, schedules, and reports. Monitor year-end closing to ensure proper and full use of funds.

Qualifications

The Senior Financial Management Analyst shall possess a minimum of a Minimum of a Bachelor’s degree in a directly related career field from an accredited college. Master’s degree preferred. Possess knowledge of the Financial Management, Budgeting, Reconciliation Support, and other Business functions described in this announcement.
