**Leidos** is seeking a full-time **Senior Financial Analyst** to provide support for the Modernization Program associated with our National Nuclear Security Administration (NNSA) client. This role will serve as the key liaison between the program's Federal Program Manager, Program Engineers, and the NNSA Defense Programs (DP) budgeting framework. The selected candidate will assist in managing the office budget, as well as reporting and communication practices. We prefer an individual with extensive experience in program and budget analysis or someone with a background in program/budget analysis who is eager to learn and grow in this area.

The ideal candidate must be proactive, capable of thriving in a fast-paced environment, and able to engage effectively with a diverse range of federal and military senior personnel. This position involves collaboration with Federal Program Managers and Engineers, Program Managers at NNSA National Laboratories, and other program/budget analysts to create coherent and consolidated budget documentation, program briefings, reports, draft work authorizations, and approved funding documentation. The candidate must be able to articulate and clarify the technical and programmatic factors driving budget adjustments and priorities, and respond promptly to actual and anticipated changes in work scope, variances, and funding levels with precise analysis and documentation.

**Key Responsibilities:**
  • Act as the primary liaison between Project Engineers and the DP budgeting framework.
  • Compile monthly, quarterly, and annual project reports for Project Lead Engineers.
  • Analyze budgetary issues through monthly, quarterly, and annual reports.
  • Oversee annual, quarterly, and other periodic reporting requirements, including program reviews, providing programmatic input, and coordinating site meetings related to program deliverables.
  • Maintain records on the status of portfolio and program budget changes, including allocation/reallocation, expenditures, and comparisons of earned value management system data to identify issues and recommend corrective actions.
  • Serve as the main point of contact between the Modernization Programs Portfolio and the Office of Stockpile Management regarding budget narratives, presentations, drafts of the Stockpile Stewardship and Management Plan (SSMP), and other budgetary policy matters.
  • For the Federal Program Manager, analyze and report on outcomes, and track action items related to technical projects undertaken by national security laboratories and nuclear weapon production facilities.
  • Advise the Federal Program Manager on strategies for fulfilling requirements related to current and future fiscal year planning, and assist in developing consistent methodologies for use by Federal and contractor budget support staff.
  • Prepare program cost and budget documentation across multiple fiscal years, including the creation of complex spreadsheets, development of program planning and budget briefings, and drafting work authorizations and approved funding documentation.
  • Provide program management support in the preparation, coordination, evaluation, review, and analysis of program execution plans, as well as tracking, monitoring, and reporting on program-specific milestones and updates of annual performance measures.
  • Analyze, format, and present justifications to senior Federal management and external organizations.
  • Effectively communicate analysis results to all levels of Federal management to support programmatic decisions.
  • As internal processes evolve, create and maintain a database of formalized procedures for the program office's budget and financial activities.
  • Develop budget and program information in Excel and other budget databases, extracting necessary information for budgets, briefings, and reports.
**Required Qualifications:**
  • Bachelor's degree in a relevant field with 8+ years of related program/budget analysis experience, or a Master's degree with 6+ years of relevant experience.
  • Exceptional written and verbal communication skills, with demonstrated experience in preparing briefings for senior and executive management.
  • Proficiency in Microsoft Office, particularly in word processing, presentation, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel).
  • Ability to obtain and maintain a DOE Q clearance.
  • U.S. Citizenship.
**Desired Qualifications:**
  • Active DoD Top Secret or DOE Q clearance.
  • Experience with nuclear weapons.
  • Interagency experience.
  • Background in military, government, or corporate enterprise settings.
