**Leidos** is seeking a full-time **Senior Financial Analyst** to provide support for the **Modernization Program** within the **National Nuclear Security Administration (NNSA)**. This role will serve as the main liaison between the program's Federal Program Manager, Program Engineers, and the NNSA Defense Programs budgeting framework. The selected candidate will play a crucial role in managing the office budget, reporting, and communication practices. Preference will be given to candidates with a solid background in program and budget analysis or those with relevant experience who are eager to expand their knowledge in budgeting and program management.

The ideal candidate must be proactive, capable of thriving in a fast-paced environment, and adept at engaging with a diverse range of federal and military senior personnel. Responsibilities include collaborating with Federal Program Managers and Engineers, Program Managers at NNSA National Labs, and other budget analysts to produce coherent and comprehensive budget documentation, program briefings, and reports. The candidate must be able to articulate and clarify the technical and programmatic factors influencing budget adjustments and priorities, responding promptly to changes in work scope, variances, and funding levels with precise analysis and documentation.

**Key Responsibilities:**
  • Act as the primary liaison between Project Engineers and the Defense Programs budgeting framework.
  • Compile programmatic reports on a monthly, quarterly, and annual basis for Project Lead Engineers.
  • Analyze budgetary issues through monthly, quarterly, and annual reporting.
  • Oversee annual and quarterly reporting requirements, including program reviews and coordinating site meetings related to program deliverables.
  • Maintain records on the status of portfolio and program budget modifications, including allocations, expenditures, and earned value management system comparisons to identify issues and recommend corrective actions.
  • Serve as the main point of contact between the Modernization Programs Portfolio and the Office of Stockpile Management regarding budget narratives and presentations.
  • Provide analytical support to the Federal Program Manager by tracking action items and reporting on technical projects conducted by national security laboratories.
  • Advise on strategies for fulfilling requirements related to fiscal year planning and assist in developing consistent methodologies for federal and contractor budget support staff.
  • Prepare comprehensive program cost and budget documentation across multiple fiscal years, including complex spreadsheets and program planning briefings.
  • Support program management by coordinating, evaluating, and analyzing program execution plans and tracking program-specific milestones.
  • Present justifications to senior federal management and external organizations, including Congress and the Office of Management and Budget.
  • Effectively communicate analysis results to all levels of federal management to support programmatic decisions.
  • As internal processes evolve, create and maintain a database of formalized procedures for budget and financial activities.
  • Develop budget and program information using Excel and other databases, extracting necessary data for reports and briefings.
**Required Qualifications:**
  • Bachelor's degree in a relevant field with 8+ years of program/budget analysis experience or a Master's degree with 6+ years of experience.
  • Strong written and verbal communication skills, with proven experience in developing briefings for senior management.
  • Proficiency in Microsoft Office, particularly in word processing, presentations, and spreadsheets (MS Word, MS PowerPoint, MS Excel).
  • Ability to obtain and maintain a DOE Q clearance.
  • Must be a U.S. Citizen.
**Desired Qualifications:**
  • Active DoD Top Secret or DOE Q clearance.
  • Experience with nuclear weapons.
  • Interagency experience.
  • Background in military, government, or corporate environments.
