Task Requirements:

  • Address current and future HR management needs across the organization.
  • Gather requirements and develop policies and guidelines to implement system solutions or improvements for complex HR issues.
  • Develop, design, test, integrate, and maintain system improvements and enhancements.
  • Analyze and clean conflicting or “dirty” data in the FTC personnel and payroll system.
  • Resolve technical issues experienced by FTC staff when using HR systems.
  • Develop, interpret, and analyze data extracts and reports from HR databases.
  • Present HR reports and graphics efficiently, including budget, FTE allocation, human capital investment, diversity, and other metrics.
  • Integrate data repositories to enhance data analytics across FTC systems.
  • Support the Office of Equal Employment Opportunity and Workforce Inclusion (EEOWI) by analyzing demographic data.
  • Develop and present workforce information to client managers, senior OED, and Commission staff.
  • Provide analysis of workforce metrics for executive or legislative briefings, including budget, FTE allocation, and human capital investment.
  • Assess the impact of budget/FTE changes or management changes on the FTC workforce.
  • Enhance automation of systems and reports and support advanced workforce analytics.
  • Support the Federal Employee Viewpoint Survey by designing survey requirements and analyzing results.
  • Evaluate the quality of HR data using various software systems and agency sources.
  • Develop automated reports to identify transaction input errors in employee records.
  • Identify and correct errors in HR systems using data analysis tools.
  • Serve as a resource to the HCIS Director for FTC automated HR systems.
  • Propose changes to personnel automated processes to meet new requirements.
  • Provide recommendations on automated systems, analyzing requirements and presenting options to meet FTC needs.
  • Coordinate end-user input and interfaces, collaborating with OCIO system developers and contractors.
  • Establish and maintain information-sharing contacts and make recommendations for courses of action.

 

Skills and Knowledge Required for the Position

  • Knowledge of business and management principles related to resource allocation, human resources modeling, leadership techniques, and coordination of resources.
  • Proficiency in electronic equipment, computer hardware, and software, including data system applications.
  • Knowledge of principles and processes for data analysis.
  • Comprehensive understanding of HR system databases currently in use at the FTC, with knowledge of federal HR regulations and the interrelationship in personnel data files.
  • Ability to automate recurring reports using various software tools, aligned with the FTC's cultural climate, management style, and mission.
  • At least 12 months of experience in federal sector data analysis.
  • Bachelor’s degree in IT, Mathematics, Economics, or Statistics.
  • Five years of experience as a data analyst or in a related field.
  • Five years of experience handling large data sets and relational databases.
  • Five years of experience constructing queries, report writing, and presenting findings.
