Overview

The Human Capital Design Analyst will support the U.S. Department of Transportation (DOT) in conducting an HR Business Process Analysis for the Department of Human Resources Management (DOHRM). This position will assist in documenting current HR processes across the DOT’s eleven Operating Administrations (OAs), identifying areas for improvement, and supporting the development of recommendations for process standardization. The consultant will work closely with DOT DOHRM and OA staff to analyze existing workflows and help design efficient, consistent HR processes.

Responsibilities

• Assist in documenting current hiring processes, tools, and forms used across the DOT OAs.

• Collect and analyze data on HR systems and tools, identifying inefficiencies in current processes.

• Support the development of recommendations for standardized hiring and HR processes that align with DOT’s goals and objectives.

• Conduct interviews with OA HR staff and other key stakeholders to gather qualitative and quantitative data.

• Assist in developing project management plans, including schedules, risk management strategies, and progress reports.

• Prepare documentation and reports outlining process analysis findings and recommendations.

• Collaborate with the Senior Consultant and DOHRM staff to ensure consistency and alignment with organizational goals.

• Provide logistical and administrative support for stakeholder meetings, workshops, and working sessions.

Qualifications

• Bachelor’s degree in Human Resources Management, Organizational Development, Public Administration, or a related field.

• 3-5 years of experience in human capital consulting or HR process improvement, preferably within a federal environment.

• Familiarity with federal HR policies and processes, including recruitment, hiring, and onboarding (preferred).

• Strong analytical and problem-solving skills, with the ability to support data collection and analysis efforts.

• Excellent written and verbal communication skills, with experience preparing reports and documentation.

• Proficiency in Microsoft Office (Word, Excel, PowerPoint, Visio).
