Position Reports to: Chief Program Officer

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Develop, manage, supervise, and implement all facets of Covenant House Florida's Community Services programs, including Street Outreach, Intake, and Housing programs. Directly oversee the hiring, supervision, and performance evaluation of program staff to uphold high-quality service delivery to youth, aligning with the Covenant House Mission Statement and Philosophy.

• Maintain rigorous standards of intake processes to ensure youth receive superior services. Foster effective collaborations with community partners to facilitate referrals and connections for youth to secure safe and stable housing.

• Lead the selection, training, and ongoing supervision of Covenant House Florida volunteers and interns who are part of the community services department.

• Conduct regular review of the community services program case management practices, outreach, and intake procedures. Ensures staff follow all Covenant House Florida policies, procedures, and protocols. Serves as an ambassador on the agency’s community engagement sub-committee.

• Collaborate with other departments to align Community Services department scheduling with overall agency requirements.

• Utilize and monitor youth records in the agency data system ETO (Efforts to Outcomes) including all other assigned database systems.

• Oversee grant-funded programs, ensuring meticulous documentation, filing, tracking, and timely submission of required reports in accordance with standards set by funding sources and agency policies. Maintain up-to-date knowledge of HUD requirements and local housing market dynamics.

• Provide effective oversight of the upkeep of CHF equipment and property, to include but not limited to cleanliness and maintenance of agency vehicles and housing units. Work in conjunction with staff to ensure optimal physical plant maintenance, safety, and security concerns, provide follow-up and ensure compliance with all licensing standards.

• Provide administrative support, Administrator-on-call (AOC) and Residential Administrator on Duty (RAOD) as assigned.

• Attend and participate in assigned meetings, work groups, and committees as assigned.

• Drive company vehicles to attend public speaking events, escort youth to and from hospital visits, school, and various other appointments, if needed.

JOB REQUIREMENTS:

EDUCATION: Bachelor’s degree in human services, psychology, counseling, criminal justice, or social work required.

EXPERIENCE: Two years of supervisory experience, preferably in a residential setting, working with young adults and young families or at-risk population, including high risk adolescents who have a history involving substance use, mental health and/or are served within the behavioral healthcare system. Experience managing HUD funded housing programs is preferred. One to two years case management experience preferred.

Experience in record keeping, and scheduling a fast-paced team, Experience in crisis intervention and problem solving.

SCHEDULE: Requires flexibility with work schedule to meet the needs of the youth, agency, department activities and events. The typical schedule is Sunday to Thursday between the hours of 8am - 6pm.

SKILLS: Must be a self-starter, positive, goal, solution oriented and team player with the ability to work independently and as part of a team. Ability to promote a positive work environment, create a culture of inclusion, equity and joy. Provide constructive feedback, and exercise appropriate authority when needed. Ability to be flexible, adapt to and adjust to rapid changes within a fast-paced environment. Ability to maintain order and exercise appropriate judgement in crisis situations including the physical ability to intervene in critical or emergency situations. Excellent communication skills as demonstrated by concise, timely and professional correspondence, both written and verbal. A talent for public speaking and ability to personalize and deliver the CHF mission with the public. Demonstrated understanding of conflict resolution skills and sensitivity to culturally diverse populations and computer literacy is required.

TRANSPORTATION: Must have a valid FL driver’s license and good driving record. May need to transport clients/staff if required using agency transportation.

Must be able to lift up to 20 lbs. on occasion, bend, sit and stand for prolonged periods of time. Some weekend/holiday work may be required.

SUPERVISORY DUTIES: This position performs supervisory duties and is the administrator-on-call (AOC) and Residential Administrator on Duty (RAOD) as assigned.

EQUIPMENT USED: Must be proficient in Microsoft Office word, excel, outlook, and internet-based programs.
