Position Summary

At USF Federal Credit Union, the HR Manager is a pivotal role tasked with steering our human resources department towards excellence. This individual will lead a dedicated team comprising 2 HR Generalists, 1 HR Specialist, and the Performance and Learning Team, driving strategic initiatives to foster an inclusive, high-performance culture. The ideal candidate will possess a deep understanding of HR best practices and the unique challenges of the financial services industry, specifically within credit unions of significant scale.

Essential Functions Include:

  • Strategic Leadership: Develop and implement a comprehensive HR strategy that aligns with the credit union’s overall strategic goals, focusing on talent management, organizational development, and efficiency enhancements.


  • Team Management: Lead and mentor a dynamic team that includes HR Generalists, an HR Specialist, and the Performance and Learning team, ensuring high levels of performance, engagement, and continuous development.

  • Talent Acquisition & Retention: Oversee the talent acquisition process to attract, hire, and retain top talent, ensuring staffing strategies are aligned with the credit union’s needs. Develop and implement retention strategies that minimize turnover and foster a highly engaged workforce.

  • Performance Management: Lead the performance management processes, including but not limited to performance reviews, goal setting, and continuous feedback mechanisms. Equip the Performance and Learning Team to deliver effective training and development programs that address skill gaps and promote career advancement.

  • Compensation and Benefits: Ensure the credit union offers competitive compensation and benefits packages. Oversee the evaluation and restructuring of these packages as needed to ensure they meet employee needs and comply with legal requirements. Oversee payroll as processed and administered by HR Generalists.

  • Employee Engagement: Utilize employee surveys, collaborative meetings and tools to ensure our HR strategy positively influences employee engagement and Credit Union culture.

  • Employee Relations: Act as a key advisor on employee relations issues, fostering a positive work environment that effectively balances employee needs with management objectives. Resolve conflicts and manage grievances in a fair, legal, and efficient manner.

  • Compliance and Risk Management: Ensure all HR practices comply with federal, state, and local regulations. Keep abreast of legislation changes affecting HR, advising management on necessary actions to remain compliant. Manage HR risk, including conducting regular audits and improving internal controls.

Required Education and Experience:

  • Bachelor’s degree in Human Resources, Business Administration or related field; Master’s Degree preferred.
  • Relevant HR certification (e.g., SHRM-CP or SHRM-SCP, PHR, or SPHR) highly desirable.
  • A minimum of 5-7 years of HR experience, with at least 3 years in a managerial role, preferably within a credit union or the financial services sector.
  • Proven track record of leading and developing HR teams.
  • Strong knowledge of employment laws and regulations.
  • Proficient in MS Office
  • Familiarity with ADP Workforce Now preferred.

Work Environment:

This job operates in an office setting and routinely uses standard office equipment. This position is Hybrid requiring 1-2 days per week in the office.

Physical Requirements:
